POSITION DESCRIPTION: Provide enterprise technical analysis to support enterprise architecture goals through collaboration with management, developers, and architects to define and document a reliable, scalable, and secure infrastructure environment. Translate architectural strategies and long-term targets into patterns, timelines, presentation materials, training resources, etc. to support an ordered evolution. Provide highly technical logical and code-based solutions for design and development strategies.

Prepare specifications in order to communicate process, application, and testing requirements.

Test innovative solutions and provide analysis of their costs and benefits, if incorporated with existing development standards. Create and maintain documentation of the Department's application environment, in accordance with the Department’s Project Delivery Methodology (PDM) and other Department policies, procedures, and standards.

Responsible to conduct assessments of and update existing standards related to the development of infrastructure environments and architecture. Participate in the development and review of the Office of Information Technology (OIT) policies, procedures, and standards. Assign, conduct, and manage reviews of project deliverables to ensure compliance with Department technical standards.

KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of both waterfall and agile development methodologies. Skilled in the use of multiple development technologies including Microsoft .NET (C#), ASP.NET/MVC, WCF/WebAPI, SQL Server, PowerBI, WebFOCUS, JavaScript frameworks (Angular, Durandal, Knockout, and others), REST, XML, JSON, HTML, Python, and CSS. Skill with Microsoft SQL and other Relational Database Management Systems (RDBMS) including Oracle Knowledge of the principles, practices, and techniques of business and systems analysis, system development and maintenance life cycles. Skill in using development tools, understanding and following system architecture models, including cloudbased components and sub-components. Ability to facilitate groups of stakeholders to develop business and systems requirements and other analysis deliverables related to the maintenance or development of computer systems. Ability to prepare and execute test plans, test cases, and test scripts. Ability to relate to customers’ needs and perform duties in a service-oriented manner. Ability to interpret and communicate technical information both verbally and in writing. Ability to plan, organize, coordinate and prioritize work assignments. Ability to develop and manage information systems documentation in accordance with the department’s standards. Ability to analyze processes and workflows to design efficient information solutions. Ability to use highly technical workflow diagramming software tools and techniques.

MINIMUM QUALIFICATIONS: Six years of experience in computer systems analysis, computer programming or in planning or designing distributed computer systems. Post-secondary education may substitute on a year-for-year basis.”
