Starting Salary: $2 ,033.07 Bi-weekly. (In accordance with current spending restrictions, an internal promotion into the position will be filled at the minimum of the pay grade or up to 5% of the employee’s current rate, whichever is higher.)

DescriptionThis is a professional procurement position performing highly responsible technical, consultative and administrative work. This position serves as a contract administrator, maintaining full responsibility and ownership for competitively contracts assigned, to include all Department of Juvenile Justice program areas. The responsibilities of this position also involve supervising a professional procurement staff whose responsibilities include the ownership of both competitively procured and non-competitively procured contracts assigned, and support to the program areas in training and evaluating staff, planning and directing staff’s work, and having general supervisory authority over this position’s subordinates. The incumbent in this position is expected to function with a great deal of independence and have high-quality organizational skills.
Duties And ResponsibilitiesSupervises and motivates assigned staff, to ensure their work performance and work product is timely, accurate, and of high quality. Motivates staff to fully support and exemplify a positive and ethical work environment which allows all employees to achieve their full potential in carrying out the Department’s mission and goals.
Maintains a positive working relationship with other managers within the Bureau, to ensure the most efficient, effective, consistent and feasible manner of workflow is accomplished.
Consults with bureau chief and keeps him/her abreast on matters, as appropriate. Makes recommendations for systematic ways to improve the process of contract document development and construction. Makes recommendations for ways to improve the office’s overall operations
Performs procurement planning and serves as liaison for anticipated procurement activities.
Prepares Request for Proposals (RFP), Invitation to Negotiate (ITN), Invitation to Bid (ITB), and all other procurements as requested by the program areas, in accordance with Florida Statutes and Department policy and procedures.
Prepares contracts, amendments, renewals and extensions as requested by the program areas.
Assumes responsibility for all contact with providers during the procurement process.
Provides technical assistance to contract managers, program areas and providers, as required.
Communicates effectively with customers external to the Bureau, maintaining a positive and collaborative working relationship.
Monitors contracts’ effective dates and procurement needs to ensure the continuation of services.
Serves on process work groups as assigned.
Follows up with the Bureau’s administrative assistant to ensure that all contract documents are distributed as required.
Follows up to ensure that all official Department contract documents are filed appropriately.
Performs other related duties as assigned.
MINIMUM QUALIFICATIONS FOR THIS POSITION INCLUDE THE FOLLOWING REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS AND ABILITIES :Knowledge of the methods of data collection and analysis.
Knowledge of basic management principles and practices.
Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of operational and management practices.
Ability to organize data into logical format for presentation in reports, documents and other written materials.
Ability to conduct fact-finding research.
Ability to utilize problem-solving techniques.
Ability to work independently.
Ability to understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities.
Preferred QualificationsCurrent Florida Certified Contract Negotiators.
Knowledge and experience in Florida State Government Procurement.
Knowledge of the Florida Statutes 287.057, F.S. and 287.058, F.S.
Additional Preference Will Be Given To Candidates Witha minimum of 3 years of experience in Florida State Government Contracting.
