About The Division Of Child WelfareThe Office of Children, Youth and Families (OCYF) ensures fulfillment of the Department’s mission and goals to promote safety, permanency and well-being for the children, youth and families served by the Division of Child Welfare, the Division of Youth Services, and the Domestic Violence Program. OCYF is responsible for policy development, services provision and coordination of efforts to improve the lives of Colorado citizens by supporting supportive, quality and effective services.
This work unit exists to manage all activities related to Colorado’s Comprehensive Child Welfare Information System (CCWIS), also known as Trails, including strategic long-term activities, as well as day-to-day operational activities. Colorado’s CCWIS has 5500 users across CDHS and county departments of human services. The system includes two different user-facing applications (legacy & modernized Trails), an Oracle database, and over 100 interfaces with 13 different applications. The work unit is responsible for managing both the ongoing operations and maintenance of Trails, along with continual quality improvement activities, such as upgrades, updates or enhancements. The work unit must ensure that Colorado’s CCWIS is in compliance with all state and federal requirements and regulations. The work unit interacts with multiple stakeholders, including, but not limited to: state program staff from CHDS, HCPF and the State’s Ombudsman’s Office, county staff, CDHS management, vendors, and Governor’s Office of Information Technology (OIT).

First this position has the senior authority on the translation of user feedback into process improvement as it relates to data entry within Trails and its connections with other systems. Management relies on this staff to direct continuous quality improvement of the Child Welfare Training System (CWTS) by being a liaison between Trails and other interfacing systems (such as the Colorado Benefits Management System (CBMS) and the Colorado Department of Early Childhood (CDEC)), the Governor’s Office of Information Technology (OIT), and county departments of human services.
Second this position builds capacity and supports within the county departments during and after training is completed through coaching, training, and technical assistance.
DutiesTraining, Coaching, Technical Assistance, and Oversight.This position is the senior authority on both training and child welfare services delivery as they relate to Trails data entry: This area focuses on the work related to ensuring safety, permanency, and well-being for children/youth who have experienced abuse and/or neglect. This includes, but is not limited to, having expertise in:
  • The use of Trails
  • Data-entry best practices
  • Interactions between Trails and other state systems
  • Federal reporting requirements
  • Laws and rules related to the provision of child welfare services
This position designs, delivers, and provides coaching, training, and technical assistance to all levels of staff within county departments, as well as on an as-needed basis to staff in other state agencies, as it relates to the use of Trails, including all future Trails update releases.
This position develops, designs, and delivers training to child welfare staff and management that aligns with best practices, Volume VII, Statute, and federal law. The training delivery is provided in a coach-like way, helping learners develop their internal critical thinking in a way that benefits the staff they work with and the agencies they work for.
This position provides coaching and direct practice consultation, training, and support for all levels of staff within county departments to develop them in a way that supports the successful application of skills, ensures compliance with policies, encourage professional growth, and enhances the culture of the organization and the resiliency of the workforce.
This position leads professional development by working within the county department, directly with staff, to assist and support staff with complex issues related to both Trails Legacy and Trails Mod. This support may be at the request of the county and/or at the request of DCW program staff when there are concerns regarding county performance and/or practice.
Continuous Quality Improvement.This position directs continuous quality improvement of the Child Welfare Training System (CWTS) as it relates to Trails data entry.
This position serves as a liaison between other interfacing state data systems, OIT, county departments of human services, and CWTS.
This position identifies gaps in training, policy, and practice, provides specific training and policy guidance to help enhance the state’s support of child welfare staff at all levels, including foster and kinship care providers, and manages process-improvement strategies to enhance CWTS.
This position makes decisions around assisting counties in improving internal processes, directing CWTS in process-improvement activities, collaborating with other agencies to ensure data entered into Trails improves and enhances interactions with other systems, and working with DCW program staff to address program-related concerns.
This position provides essential consultation to DCW, CWTS, interfacing agencies such as HCPF, OCR, and CDEC, and county departments as it relates to the role of training in implementing policies, laws, and practices. This includes consulting on broad, critical program and policy direction.

  • Nine (9) years of relevant experience in an occupation related to the work assigned to this position.

  • A combination of related education (public child welfare, human services, sociology, psychology) and/or relevant experience in an occupation related to the work assigned equal to seven (7) years.
Substitutions
  • Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.
  • Additional appropriate education will substitute for the required experience on a year-for-year basis.
Preferred Qualifications
  • Knowledge of public child welfare, human service practice experience, and training/coaching experience.
  • Knowledge of adult learning theory and training principles, theories, and practices.
  • Bachelor’s Degree in public child welfare, human service, sociology or psychology preferred.
Conditions of Employment
  • Standard Background. ALL CDHS employees (non-direct contact): CBI name check, ICON Colorado court database, Medicare fraud database, Reference checks, Professional License verification (licensure requirements), and drug screen (commercial Driver’s license).
  • Must possess a valid, unrestricted U.S. Driver's License
  • Travel – The work requires travel to provide technical assistance and coaching directly to county departments of human services; travel may occur any day of the week and may include overnight travel.
  • Former State employees who were disciplinarily terminated or resigned in lieu of termination must (1) disclose that information on the application (2) provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position, (3) provide the employee number from the applicant’s prior State employment. Absent extraordinary circumstances, prior disciplinary termination or resignation in lieu of termination and failure to provide this information will disqualify the applicant from future State employment with CDHS.
