The EDO Includes The Following
  • The Executive Director and Deputy Executive Director– Oversees strategic direction and operations for the department.
  • Administrative Services Office- Provides division and department level support functions encompassing accounting, procurement, budget, payroll, and logistics services (fleet, facilities, warehousing, material management and fabrication) to support the operations and programs of CDPS divisions.
  • Human Resources Office- Supports recruitment, hiring, evaluation, benefits management, personnel actions and all other human resources functions.
  • Compliance and Professional Standards Office– Develops policies, assesses and manages risk, and ensures compliance with state and federal requirements and professional standards.
  • Colorado Integrated Criminal Justice Information Systems– develops cost-effective information sharing services to provide access for criminal justice agencies while maintaining information security. CICJIS is a collaborative program designed to facilitate information sharing at key decision points in the criminal justice process. There are five participating CICJIS agencies: The Department of Corrections, Judicial, the Colorado District Attorney’s Council, the Division of Youth Corrections, and the Colorado Bureau of Investigation.
  • Colorado School Safety Resource Center– assists local schools and communities to create safe and positive school climates for pre-k through higher education schools in Colorado. The Administrative Services Office sections provide a full range of logistics and financial services, including accounts payable/receivable, purchasing, budget and policy formulation, financial reporting, federal financial grant application, Division financial policy implementation in congruence with the Colorado Department of Public Safety financial policies, sub-recipient contract preparation, and grant financial administration services for the Division of Homeland Security and Emergency Management (DHSEM).

About the JobThis position exists to lead the administration of the commercial card program for CDPS. It includes full program duties that include, but are not limited to, program management, training, compiling data and performing analysis, auditing, policy and procedure development, and all related duties.
This position applies accounting theories, Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards (GASB), and other professional accounting standards to provide professional accounting duties and financial reporting services to the Colorado Department of Public Safety (CDPS). Working knowledge of state and departmental accounting, the state’s financial system of record (CORE), and financial tools such as Excel are required.
Key Responsibilities
  • Responsible for the department Commercial Card program management.
  • Manages the Commercial Card program by ordering and issuing cards, card inventory control, card replacement and recovery of expired or withdrawn cards, and associated activities.
  • Develops and provides training to internal and external customers as necessary.
  • Develops approval for all audit plans and activities to ensure program compliance for Controller.
  • Develops and maintains CDPS guides, procedures, training, and related documents pertaining to the program and as otherwise assigned.
  • Regularly monitors best practices and keeps informed of all program related changes, updates, and activities.
  • This role is the primary point of contact for Vendors who wish to do business with CDPS.
  • This role is the primary point of contact for CDPS employees who require CORE access, changes to access, or termination of access as needed (termination responsibility may be shared with CDPS payroll to ensure timeliness).
  • Pre-audits assigned payment vouchers by reviewing supporting documentation, determining the availability of budget, verifying correct fiscal period, verifying correct vendor codes, validating appropriate account coding and confirming compliance with state and departmental fiscal policies.
  • Position will collaborate with one or more divisions to support divisional objectives and represent the controller's office on fiscal matters, participating in divisional fiscal staff activities and advising divisional staff on agency-wide objectives.
Minimum Qualifications, Substitutions, Conditions Of Employment & Appeal Rights NOTE: To be considered for this position, you must meet one of the following options for consideration. Six (6) years of relevant accounting experience.
or
A combination of related education (coursework requires 27 semester hours
completed in accounting or auditing) and/or relevant accounting experience equal to six (6) years.
or
Current, valid licensure as a CPA by the Colorado Board of Accountancy will count for
six (6) years of the requirement
CONDITIONS OF EMPLOYMENT
  • Requires successful completion of a background investigation that includes reference checks, a polygraph exam, a fingerprint based criminal history search.
  • Must be Colorado resident at the time of application
Preferred Qualifications
  • Must possess a high level of accuracy and attention to detail.
  • Must be able to accurately interpret and coach others on simple to complex rules and regulations
  • Experience as a commercial card administrator.
  • Must have excellent customer service skills and sensitivity and discretion with respect to confidential matters.
  • Experience in CORE or other similar financial system.
  • Experience in creating, maintaining, and producing financial reports.
  • Experience creating training materials.
  • Ability to multi-task and maintain a tracked workflow in order to put aside projects that do not have a ready solution for items that require immediate attention
  • Excellent interpersonal skills and intercultural competence.
  • Exceptional verbal, writing, and presentation skills.
  • Proficiency in Microsoft Office and Google Suite.
