Please see the Benefits Overview video for details on the benefits offered to employees.This position will provide full-service real estate and property services to state agencies by leveraging DPA’s expertise in the management and reuse of state assets, eliminating silos (e.g. leasing and building management, P3 and planning), increasing flexibility to respond to change (e.g. capital accounts, appropriations, flex space, grow/shrink government operations) and creating a structure that facilitates future asset consolidation.
A summary of the duties and responsibilities will include, but are not limited to, the following:Strategic Direction: This position oversees the strategic direction of the Division including strategic workload analysis and planning the mission, vision, strategic goals and objectives consistent with those of the Department; developing the master plan for major initiatives;
developing and implementing policies; preparing legislative initiatives, developing business plans, establishing rates; prepares responses to inquiries from Legislature, JBC, OSPB, Executive Office and users of the Division's services to justify, explain and provide insights into
policies, practices, structure and staffing. Develops monitors, manages and supports division short and long range plans by working with management and user groups to determine requirements and to set priorities according to available resources, department needs and goals, state direction and guidelines, and service feasibility legislative initiatives, developing business plans, establishing rates; prepares responses to inquiries from Legislature, JBC, OSPB, Executive Office and users of the Division's services to justify, explain and provide
insight into policies, practices, structure and staffing. Develops, monitors, manages and supports division short and long range plans by working with management and user groups to determine requirements and to set priorities according to available resources, department
needs and goals, state direction and guidelines, and service feasibility.
Division Management: Oversees the Regulatory Unit, Services Unit and the Portfolio Unit. Reviews and analyzes division-wide issues and determines the appropriate course of action. Determine the staffing of the division by setting the organizational structure, deploying staff, planning the level of staff and monitoring vacancies, review employee performance, approving salary changes and incentive rewards. Manage, lead, or advise staff on implementation of assigned programs, policies, and projects.
Budget: Prepare or review budget request documents (e.g., accomplishments, objectives, program crosswalks, targeted base reviews; develop decision items/budget change requests for submission to OSPB, prioritize budget expenditures, review the status cash funds to stay within budget, and decide how to expend funds. Recommend statutory changes and priorities to the executive director, responding to fiscal note and policy analysis for the division on proposed legislation potentially affecting the division's programs. Determine plans to address audit recommendations and monitor the status of progress toward implementation. Serves as a member of the Senior Leadership
Management Team and assists with shaping the Department's direction and policy. Appears at meetings, conferences, etc. on behalf of the Division and Department. Conducts and participates in CORE Team meetings with unit managers to coordinate and share information.

*SKILLS BASED

MINIMUM QUALIFICATIONS:

*Experience only:

At least ten years of experience implementing public policy and leading teams, including developing and implementing strategic plan, experience successfully managing large projects that require significant stakeholder engagement, and improvement and legislative process. At least two years must have included experience with public or business administration, establishing goals and objectives, as well as developing and managing a budget to achieve program goals and objectives.

*Education and Experience: 

At least a Bachelor's degree from an accredited institution in a field of study related to the work assignment AND at least six years of experience implementing public policy and leading teams, including developing and implementing strategic plan, experience successfully managing large projects that require significant stakeholder engagement, and improvement and legislative process. At least two years must have included experience with public or business administration, establishing goals and objectives, as well as developing and managing a budget to achieve program goals and objectives; Additional appropriate education will substitute for the required general experience on a year-for-year basis, but not the two years of specific experience.
