The Environmental Protection Agency (EPA) recently re-classified the Denver Metro/North Front Range ozone nonattainment area (“DM/NFR”) from a “Serious” nonattainment area to a “Severe” nonattainment area. EPA’s redesignation of the DM/NFR area is based on the area’s continuing nonattainment of the 2008 ozone National Ambient Air Quality Standard (“NAAQS”). As a Severe nonattainment area, additional measures to improve air quality are necessary. This work unit exists to provide regulatory compliance of mobile source (gasoline powered, diesel powered, and alternatively powered vehicles) air pollutants with Air Quality Control Regulations promulgated by the Air Quality Control Commission. Emissions Technical Centers (ETCs) are multifunction facilities that conduct a variety of customer service and field activities to help vehicle owners and the repair industry meet emission requirements. The unit also designs, develops and conducts research to develop and confirm existing and future identification (testing) methods are valid “Best Practices” in regulatory compliance with federal and state requirements. The ETC technicians are experts in identifying emissions-related problems/solutions, and primarily serve motorists, independent and franchised auto dealers, automotive repair technicians, diesel fleet owners and operators, petroleum marketers, alternative-fuel vehicle conversion and consumers, and the Colorado Department of Revenue. Emissions Technical Centers also provide training and certification for automotive repair technicians and emissions inspectors, and actively support the Diesel Opacity Inspection Program (DOIP)within the current Program areas. The work unit exists to provide regulatory compliance oversight and assistance to licensed technicians, inspectors, and consumers throughout the metropolitan Denver area concerning the requirements of the Diesel Fleet Self-Certification and Diesel Opacity Inspection Programs (AQCC Regulation No. 12), and gasoline Automobile Inspection and Repair Program (AQCC Regulation No. 11 & 20).  
What you will be doing
This position exists to assist with compliance of Regulations #12, and #20 by operating and maintaining CDPHE/APCD Emissions Technical Centers (ETCs) evaluation and test equipment. This includes; Training customer's, technicians, and affected businesses in regulatory requirements. Provide direct technical assistance and vehicle evaluations to the customer and/or service technician for proper vehicle repair and evaluations, to meet Regulation(s) 12, and 20 requirements. It also exists to provide repair support and other assistance for laboratory study projects. This includes routine inspections, complaint investigations, working within a team to provide training and scientific evaluation of new test equipment / procedures for potential program implementation. Compliance with Program standards is achieved and verified through monitoring of fleet records and enforcement actions. This position also provides oversight of AQCC Reg. #12 by performing technical evaluations and inspections of individual diesel vehicles to verify vehicles’ tailpipe opacity and compliance with emissions control equipment requirements. This position may provide diagnosis of computerized engine management systems utilizing scanners, analyzers, and dynamometers to ensure accuracy and proper acquisition of a tested vehicle’s available OBD serial data. 
 
Job Duties:
AQCC Reg. #12 Compliance, Inspection, Enforcement, Assurance and Outreach Training
  • Works with ETC staff in reviewing and verifying inspector applicant’s qualifications for determination of certification/licensing status.
  • Recommends, develops and implements administrative procedures for inspector licensing. Verifies qualifications and uses database records for effective tracking of certified inspector information. Verifies and approves license applications and authorizes the issuance of inspector certification licenses per AQCC Regulation #12.
  • Conducts on-site field inspections of fleets participating in the DFSCP and determines regulatory compliance status. Evaluates individual fleet’s performance, documentation, proper security of state controlled compliance document reporting; and vehicle test procedural requirements in order to determine compliance with AQCC Regulation #12.
  • Recommends enforcement action to be pursued when violations are confirmed and the nature of the violation warrants fine or penalty, investigates potential violations of state opacity standards in response to smoking vehicle complaints from citizens. Facilitates arrangements to evaluate alleged smoking vehicles for confirmatory testing and compliance.
  • This position works with other ETC staff in the development of inspection guidelines as well as the scope of audits to be performed by inspectors conducting compliance reviews of the DFSCP. Provides technical training to fleet personnel pertaining to all aspects of AQCC Reg. No.12.
  • This position collaborates with other staff to develop and conduct formal training for the DFSCP and DOIP programs. Assists with instructing inspectors in visual opacity determination and Diesel Opacity Inspection Program training.
  • The position creates and delivers power point presentations and uses visual aids and practical demonstrations to illustrate training objectives.
Opacity Meter Calibration
Performs inspection of Neutral Density Filters (NDF) used for daily calibration of fleet opacity meters, at either the ETC and/or in the field. This task involves a physical inspection of the NDF, as well as reviewing, calculating allowable tolerances and verifying the authenticity of calibration. In addition, this position assigns and records the State of Colorado identification/serial number of all issued NDF IDs.
Diesel Vehicle Technical Evaluation
Works with other ETC staff members to perform evaluations of various vehicles to determine vehicle’s emissions output, emissions control equipment requirements, verify control equipment is functioning properly, interrogate computerized engine management systems, and perform emissions tests utilizing assorted analyzers, scanners, meters, and dynamometer equipment to ensure proper acquisitions of information. These evaluations may be performed for consumers, repair technicians, or Department of Revenue personnel acting on a station complaint.

Other Duties as Assigned

Attends meetings, serves on task forces or teams, completes projects, and performs other duties as assigned by the supervisor. Residency Requirement:

Experience Only:

Five (5) years of relevant experience in diesel combustion engines, diesel emission control systems and diesel vehicle maintenance / repair or an occupation related to the work assigned 

OREducation and Experience:

A combination of related education and/or relevant experience in diesel combustion engines, diesel emission control systems and diesel vehicle maintenance / repair or an occupation related to the work assigned equal to five (5) years

PREFERRED QUALIFICATIONS
In addition to the minimum requirements, the successful candidate in this position will have the following experience:
  • Proficient with Microsoft Office Suite and/or Google Workspace and Cloud functions
  • Multiple years performing diesel vehicle emissions tests
  • Extensive customer service experience
  • Public speaking and/or classroom instruction
  • Diesel exhaust measurement & instrumentation experience
CONDITIONS OF EMPLOYMENT

  • TRAVEL: Regular daily travel between Colorado Springs, Denver metro area and Ft Collins
