Description of Job

This position is located in the Specialized Business Group of the Department of Revenue (DOR) Located in our Lakewood Office/Hybrid. This position reports to the use of force trainer/coordinator and will train on all use of force topics, legislative mandates, and DOR training requirements. This position will also be the subject matter expert (SME) for use of force and show of force incidents. This position will ensure that all training meets federal, state, local and DOR requirements and mandates. This position will also be the departmental training specialist and will hold train the trainer certification in arrest control and firearms as well as any other related training needs. This position will be responsible for firearms as well as any other related training needs to include being responsible and to be staff authority for all firearms and arrest control instructor needs such as recertification's, technical updates or in-service type of training for instructors.
Peace Officer Training
  • Use-of-force training – this position will make decisions regarding use-of-force training, review best industry practices in use-of-force training, and incorporate them into monthly training.
  • 80-hour new hire training – the position will decide on the competencies shown by each new hire during the 80-hour training and decide if remedial or additional training in any of the 80-hour training topics is needed.
  • 40-hour in-service training – this position will make the decisions for the yearly 40-hour in-service training on what to include, how to instruct, best practices for instruction, and ensure all trainees meet the minimum qualifications and be able to identify individuals who may need remedial training on any of the topics presented during training.
  • Miniature Red Dot Sight (MRDS) training – this position will decide along with the armorer which MRDS sight best applies to DOR needs and ensure all individuals issued an MRDS in DOR are trained and understand how to use the sight, troubleshoot, and when to ask for help with the MRDS.
  • Lesson plans and course documents – this position will decide which courses are needed for yearly in-service and new hire training. As such, will create and is responsible for all lesson planning and course documentation.
Train-the-Trainer
  • Train the trainer, subject matter expert in firearms and arrest control – this position makes decisions regarding instructor certifications and determines the best equipment needed for training and general operation of the training program. This position will also certify or recertify instructors in topics needed, required, or requested.
  • Coordinate monthly training needs, wants, changes, and debriefing with divisions – this position will decide on what training is scheduled based on needs and wants. The position will meet with directors, chiefs, and training unit staff to determine what training should be implemented and scheduled.
  • Schedule, implement, and create all use-of-force training plans, including training for instructors.
  • Maintain and document all certification and expiration dates for SBG sworn personnel.
  • Assist other agencies outside of DOR with their instructor certification if required.
Administrative Tasks
  • Backup course coordinator for the Office of Professional Standards (OPS) Training Specialist and SBG employees.
  • Entering all training classes into the DOR learning management system (LMS) and Colorado Peace Officer Standards and Training (POST) training database for all peace officers DOR-wide. Tracking and recording all training for all SBG employees.
  • Outside training needs and vendors – based on employee feedback, this position will decide the most appropriate training information from outside vendors and what training is needed for law enforcement employees.
  • Order training supplies.

Minimum Qualifications
Education Experience:
Must meet one of the following or any combination of experience/education to meet the qualifications:

:
  • Seven (7) years of relevant experience as a law enforcement officer serving in a state-certified capacity. Three of the 7 years which would included experience as a law enforcement firearms and arrest control instructor.
OR
Education and Experience:
  • Bachelor's degree from an accredited institution in Criminology, Criminal Justice, Police Science, Law Enforcement, Law, Education, Instruction or a closely related field as determined by the Department.
  • Three (3) years of professional experience as a law enforcement officer. One of the three years which would included as a law enforcement firearms and arrest control instructor.

NOTE:

Preferred Qualifications:
The preferred candidate will possess the following qualifications:
  • Experience working with Colorado Statues, and laws, in a state regulatory environment.
  • Verifiable PPCT (Pressure Point Control Tactics) instructor certified.
  • Verifiable Firearms Instructor Certification.
  • Expert in instruction with law enforcement personnel.
  • Verifiable MRDS-certified instructor.
  • Experience with internal affairs investigations.
  • Experience with policy drafting and Implementation.
  • Excellent communication and interpersonal skills.
  • Be diplomatic, patient and able to maintain respectful environments during difficult
    conversations and situations.
  • Experienced in advising senior management on policy decisions.
  • Proven ability to determine the systems, guidelines and programs used.
  • Proven success organizing and tracking workload.
  • Proven ability to work independently and accept supervision.
Conditions of Employment with the CDOR:
Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence.
As a condition of employment with the CDOR, all personnel must file all necessary Colorado Individual Income Tax (CIIT) returns and pay tax obligations, therefore all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy. Final candidates must also complete a successful background investigation and reference check prior to appointment. Certain positions based on duties may require scheduled background investigations.
