Description of Job

About the Work Unit
The Office of Community Corrections (OCC) is statutorily authorized to provide funding, regulation, and technical assistance to community corrections providers and boards throughout the State of Colorado. CRS 17-27-108 requires the OCC to administer and execute all contracts with units of local government, community corrections boards, or nongovernmental agencies for the provision of community corrections programs and services. The statute also authorizes the OCC to establish, enforce, and audit compliance with professional standards for community corrections programs operated by units of local government or nongovernmental agencies. Colorado state statute also requires the OCC to provide technical assistance to community corrections boards, community corrections programs, and referring agencies in the interest of compliance and system improvement.
About the Job
The position is responsible for the external training and quality assurance services of the Office of Community Corrections in the Division of Criminal Justice. Duties include complex analysis of community corrections program performance data and other information, the creation and facilitation of statewide training for community corrections programs and boards including formal programs in SOA-R The position also serves as a liaison and staff to the the House Bill 10-1352 Advisory Committee, and as a liaison between the Office of Community Corrections and representatives of various criminal justice agencies and stakeholders including, but not limited to, the Department of Corrections, Office of Behavioral Health, and State Judicial Branch (Probation).
Key Responsibilities:

Training Delivery & Group Practice Facilitation

Design, present and evaluate training in the standardized offender assessment tools used in Community Correction (principally, the SOAR) as a fundamental statewide subject matter expert. Use technical expertise to provide cross-agency training to designated entities and audiences, using and building consistent language and methods. Training content needs to be dynamic, using myriad approaches based on adult learning theory research. Determine the process necessary to expose private, public, and nonprofit sector service agencies to evidence-based practices related to client management. Provide technical assistance and training to individual agencies and support implementation of evidence-based correctional, tailoring the approach to each entity’s unique needs. Coordinate training delivery with consultant subject matter experts and agency personnel as necessary. As part of the overall sustainable infrastructure building goal of the Office of Community Corrections, the position is responsible for training of trainers and coaches from all agencies to work in conjunction with one another for a collaborative approach to various criminal justice efforts. Requires travel throughout the State of Colorado to deliver training and group practice facilitation.

Technical Assistance Coaching & Program Support
Provide technical assistance, coaching and individualized program support to all staff and agencies following the delivery of training. Provide technical assistance in addressing implementation issues and staff development to field-level staff. Conduct and facilitate the effective delivery of practice sessions and booster training. Coordinate the development of long-term learning infrastructures with information technology staff in order to deliver learning opportunities in a variety of formats across all areas of the state. Conduct coaching on technical and adaptive learning processes based on the observations and formal measurement of actual program practices. The position integrates both quantitative analysis skills, qualitative data synthesis, subject matter expertise, and professional writing skills in order to produce information that aids the community corrections system in reaching and sustaining EBP fidelity to support staff development. The position must have data analysis skills sophisticated enough to be able to discern through complex issues regarding measurement in the process evaluation. This position requires travel throughout the State of Colorado to deliver coaching, staff development, individualized technical assistance and program support.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

MINIMUM QUALIFICATIONS:

Seven (7) years of specialized experience in facilitating training and providing coaching and technical assistance.

OR

Bachelor's degree and four (3) years of specialized experience in facilitating training and providing coaching and technical assistance.

WORK ENVIRONMENT
  • Office, sedentary.

  • This position will work within a hybrid model of home and office (located in Lakewood, CO), with minimum of two days required on site.


CONDITIONS OF EMPLOYMENT

  • Requires successful completion of a background investigation that includes a polygraph exam and fingerprint based criminal history search.
