The CDHS Office of Civil and Forensic Mental Health’s Transitional Living Homes Program was created to increase bed capacity for persons in need of residential behavioral health treatment. House Bill (HB) 22-1303 has authorized new beds to be used for persons needing residential services at a less restrictive level of care and to reduce and eliminate the backlog of such persons in more restrictive settings. HB 22-1303 directs the department of human services (department) and the department of health care and policy financing to create, develop, or contract to add at least 125 additional beds at mental health residential treatment facilities (treatment facilities) throughout the state for adults in need of ongoing supportive services. The bill also requires that the department renovate a building at the mental health hospital at Fort Logan to create at least 16 additional civil beds for such persons.
These beds serve as a step-down option from inpatient care and as a step up when deemed medically necessary and lower level of care settings can no longer adequately and safely provide effective care.

About this Position:
This position manages the Mental Health Transitional Living Homes including all aspects of program compliance and administrative oversight. The purpose of this position is to provide compliance and quality oversight of licensed and designated facilities, compliance with contracts, and workforce development. This position provides subject matter expertise regarding the delivery of services and support for persons needing competency services. This position applies expertise in the areas of behavioral health for adults in need of ongoing supportive services that fall within its area of expertise. This position represents the MHTL Homes on internal and external groups and committees, and maintains working knowledge of systems and funding that supports the provision of services to individuals within its specific area.
Primary Job Duties:
Program Management:
This position provides on site technical assistance and program management to MHTL Homes. Provide ongoing supportive services to fidelity and to achieve performance goals for the MHTL Homes programs. Identifies evidence-based or best practices that could be used to support individuals who need ongoing supportive services. Supports implementation of continuous quality improvement projects to improve quality of care and outcomes related to the population. This position is responsible for ensuring care and services are provided in accordance with the Sanctuary model. This position works in tandem with the MHTL Homes Division Director in developing operational procedures to ensure both client and staff safety and create a culture of safety, responsibility, and accountability. This position is responsible for engaging in collaborative development of the programmatic structure as well as continued oversight of implementation of programming to fidelity. This position understands the budget, ensure spending is in accordance with the budget, and work in collaboration with the Program Director and CFO team to review the budget of the program, identify potential budgetary needs, etc
Supervision and Administration:
This position is responsible for providing the oversight of the MHTL Homes programmatic structure, conducts the hiring process, assesses candidates, and makes hiring recommendations, and training of staff, staff supervision and oversight (approving time off, leave requests, etc.), completion of employee performance management program documentation, staff scheduling, and all other duties associated with administrative supervision. This position is also responsible for providing leadership and direction to the daily operations of the home. In collaboration with the MHTL Homes supervisor, this position assesses the needs of the MHTL Home based on program evaluation, care and services needs of the clients served, the overall MHTL Homes mission, and resource allocation.
Regulatory Adherence:
This position is responsible for ensuring all programmatic activities and services provided to clients adhere to and meet regulatory requirements as set forth in the Behavioral Health Entity (BHE) rules, Division of Fire and Prevention Control (DFPC), local Health Department requirements, and any other rules set forth by the supervising entities for the MHTL Homes programs.. This position is responsible for ensuring that staff are following regulatory requirements and, should there be any instances in which these requirements are not met, this position is responsible for the creation and implementation of a plan of correction to support compliance with regulatory requirements. This position is responsible for hosting all regulatory visits; in instance in which this position is unavailable for such visits, this position is responsible for identifying a designee that can perform this task
Risk and Quality Management:
This position is responsible for ensuring there are processes in place to identify potential risks, developing contingency plans, and implementing strategies to mitigate risks and ensure program continuity. This position is responsible for making ethical decisions, which consist of sound judgment in adherence with the program's ethical standards to ensure the needs of the clients and staff are being met in a safe and supportive manner in the boundaries of the scope of the program and regulatory requirements. This position is responsible for implementing and maintaining data analysis processes geared towards collecting, analyzing, and interpreting data to measure program effectiveness and make data-driven decisions for continuous improvement.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications:
Bachelor's degree from an accredited institution in a field of study related to the work assignment.
**And**
Five years of professional experience in an occupational field related to the work assigned to the position.
Substitutions:
Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.
Additional appropriate education will substitute for the required experience on a year-for-year basis.
Preferred Qualifications:

  • Master’s Degree in a related field
  • Colorado state licensure - LPC, LCSW, LMFT
Conditions of Employment:
The successful candidate in this position must be willing and available to submit to the following conditions:
  • Full background check.
  • Current/Valid and unrestricted US Driver’s License
  • Travel - In state travel, which may include, but is not limited to, traveling between sites, in person meetings, team building events
  • Former State employees who were disciplinarily terminated or resigned in lieu of termination must (1) disclose that information on the application (2) provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position, (3) provide the employee number from the applicant’s prior State employment. Absent extraordinary circumstances, prior disciplinary termination or resignation in lieu of termination and failure to provide this information will disqualify the applicant from future State employment with CDHS.
