About Colorado Energy & Carbon Management Commission (ECMC):
The mission of the Colorado Energy & Carbon Management Commission (ECMC) is to regulate the development and production of oil and gas, deep geothermal resources, the capture and sequestration of carbon, and the underground storage of natural gas in a manner that protects public health, safety, welfare, the environment and wildlife resources.
The Personnel and Strategic Planning (PSP) Unit is responsible for managing the strategic development of the organization, including development of strategic plans and projects, identifying the need for additional positions, and developing leadership, organizational resilience, and succession planning. This unit is also responsible for the administration and development of personnel, including recruitment, salary administration, performance planning, employee development, training and performance improvement. It also provides general administrative assistance and recommendations to the Director, Deputy Directors, Commissioners, and other stakeholders.

Description of Job

Position Summary:
This position exists to work with the Personnel and Strategic Planning Unit Manager to support the Director, two Deputy Directors, and the ECMC Commission to provide technical and executive level support to manage key operations of an administrative office that serves the public, constituents, and employees. It supports the PSP Unit with strategic initiatives, specifically integration of job duties, cross training, and interdependent work processes. This position provides technical and executive level support to manage key administrative operations. It is a critical position with significant responsibilities for external contact and decision making regarding the external visibility of the agency's operations and policy programs.

Operations and Policy Programs Executive Support
:
This position manages the operations of the ECMC Director’s office and performs executive level technical and administrative support to the Director, Deputy Directors, and ECMC Commission. This position evaluates and disseminates a high volume of information, correspondence, and scheduling of meetings and functions for senior executive staff in the agency's operations and policy programs. Support work involves assisting the Director, Commissioners or Deputy Directors by applying knowledge of and/or interpreting basic principles, rules, regulations, policies, precedents, other guidelines, and objectives specific to State work and the mission of the ECMC.
  • Plans and coordinates meetings on behalf of the Director, Deputy Directors and Commissioners.
  • Coordinates state-wide, national, and international travel for senior leadership.
  • Prepares and submits travel expense reimbursements.
  • Reserves conferences, vehicles, food, and other event details.
  • Manages executive team communications.
Operations and Policy Programs General Administrative Support: This position develops office policies and procedures and implements them once approved. Additionally, this position will complete the following tasks:
  • Travel arrangements for staff who do not have purchase cards.
  • New employee supply procurement.
  • Award ordering.
  • Schedules and leads other meetings as assigned.

Office Management and
Personnel and Strategic Planning (PSP) Unit Responsibilities:
  • Develops, enforces and disseminates office policies and procedures.
  • Ensures efficient office operations.
  • Ordering supplies.
  • Chancery building liaison.
  • Maintenance requests.
  • Communications from building management.
  • Utilizes strategic survey and needs analysis data to determine how to streamline job duties or create new processes.
  • Stays abreast of all strategic project work, rulemaking, legislative decisions, etc. to be able to answer questions from a variety of stakeholders.

Minimum Qualifications:
Five (5) years of general clerical or administrative service experience, which includes one year of experience providing administrative and operational support to executive level staff.
OR
Education and Experience:
A combination of related education in field such as business administration, education, project management, organizational development, or related field and/or general clerical or administrative service experience, which included one year of experience providing administrative and operational support to a professional staff. (sentence fragment here) equal to five (5) years.
Substitutions:
Additional appropriate experience will substitute for the degree requirement on a year-for-year basis. Additional appropriate education will substitute for the required experience on a year-for-year basis.

Preferred Qualifications
The preferred candidate will have substantial and recent experience in progressively responsible positions relating to organization management and direct support of a professional staff. The outstanding candidate will have high proficiency in Microsoft Office Suite products (Word, Excel, PowerPoint), Adobe, and Google applications. The highly preferred candidate will also have excellent written, oral, interpersonal and team-related skills.

Conditions of Employment:
  • Must be willing and able to possess and maintain a State of Colorado Driver's License.

  • This is a Hybrid position - Work is primarily performed from a home office, however the selected candidate will at times report to the office at 1120 Lincoln St, Denver, CO 80203, USA for meetings, trainings and projects as directed by the supervisor. Must report to office one day a week.
