Description of Job

The Adult Education Instructional Support and Professional Learning Senior Consultant supports grantees (school districts, non-profits, community colleges, libraries) that receive state Adult Education and Literacy Act and federal Adult Education and Family Literacy Act competitive grants in order to efficiently and effectively provide adult education instruction across Colorado. The Senior Consultant is responsible for developing and delivering professional learning related to adult academic instruction, effective program management (e.g. policy compliance, fiscal compliance), and data analysis, ensuring compliance with state and federal laws. Support to grantees may include phone calls, emails and on-site visits. This position is located in Denver and 50-75% travel will be required throughout the year in order to provide professional learning instruction to the adult education field.
Key Duties and Responsibilities:
1.) Oversee course content for the Adult Basic Education Authorization (ABEA) while working with Colorado Department of Education's (CDE’s) Licensing Department
2.) Manage ABEA compliance, approval and renewal process with adult education teaching staff throughout Colorado, in coordination with CDE's Licensing Department.
3.) Ensure grantee compliance with the ABEA and support grantee staff in attaining the ABEA.
4.) Develop strategies with input from Adult Education Initiative (AEI) staff for grantee professional learning needs, including individualized technical assistance, professional learning events, resource sharing and online course development to meet the needs of grantee staff and ensure grantees have access to research-based best practices in adult education.
5.) Develop strategies with grantees to meet federal performance measures, including workforce training, employment outcomes and measurable skill gains using research-based practices (high school equivalency attainment, entrance into postsecondary education and assessment level gains).
6.) Create and deliver professional learning opportunities to grantee staff through a variety of strategies; including in-person, virtual synchronous and asynchronous and other modalities to ensure equitable access to opportunities for Colorado grantees. In-person professional learning opportunities will take place in multiple regions throughout the state to support grantee access and participation.
7.) Analyze data and collaborate with AEI staff to identify and implement technical assistance strategies.
8.) Provide advanced technical assistance to local programs in developing, implementing and sustaining effective professional learning.
9.) Implement and track compliance for State Leadership Activities under Workforce Innovation and Opportunity Act (WIOA) Sec. 223 as part of the Adult Education and Family Literacy Act Program.
10.) Initiate improvements to operational policies and procedures based on analysis of performance and operational capacity in support of the CDE’s strategic plan.
11.) Monitor and report on effectiveness of professional learning activities implemented by AEI staff, including follow up surveys and data analysis.
12.) Develop and update technical assistance modules in the WIOA learning management system, including developing modules for other state agencies' staff around WIOA implementation.
13.) Identify and disseminate best practices in adult education programming and implementation.
14.) Create and manage strategies for the effective implementation of CDE’s learning management system (Moodle) as a professional learning tool.
15.) Direct the Adult Basic Education Authorization standards alignment process.
16.) Serve as AEI specialist in The Adults with Disabilities Act (ADA) compliance, including ensuring grantee compliance with ADA requirements and best practices in Universal Design.
17.) Monitor and ensure compliance with the College and Career Readiness Standards and the English Language Proficiency Standards for adult education.
18.) Serve as a subject matter expert, along with other AEI staff, in presenting Colorado’s best practices in adult education.
19.) Track completion of AEI-sponsored professional learning activities and award certificates of completion as appropriate.
20.) Monitor tracking of professional learning activities and ABEA certification in the statewide data system for grantee staff.
21.) Other duties as assigned by the immediate supervisor.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Education Requirements:
Bachelor's degree in education or a related field, or equivalent work experience.
Competency and Qualification Requirements:

  • Demonstrated experience in effectively applying adult learning theory to professional development while utilizing a range of instructional methods to educate individuals and/or groups.
  • Experience collecting and analyzing data in order to recommend changes
  • Selecting and using training/instructional methods and procedures appropriate for the situation when learning or teaching new things.
  • Knowledge of teaching methods, equipment and settings used to support learners with special needs in achieving academic success.
  • Use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
  • The ability to give full attention to what other people are saying, taking time to understand the points being made and ask questions as appropriate.
  • Monitor and assess the performance of self, other individuals and grantee organizations to make improvements or take corrective action.
  • Understand the implications of new information for both current and future problem-solving and decision-making.
  • Identify complex problems and seek out relevant information to inform next steps before developing, evaluating and implementing solutions.
  • Proficiency in project management and coordination.
  • The ability and willingness to travel.
  • The ability to pass a background check.
  • Familiarity with Workforce Innovation and Opportunity Act (WIOA) governmental policies.
  • Knowledge of and experience with the College and Career Readiness standards and the English Language Proficiency standards.
  • Experience in collaborating with adult education programs or related education or workforce programs.
  • Experience in utilizing a learning management system (LMS) in developing and teaching online courses.
  • Proficiency with Microsoft and Google Suite programs
Preferred - Experience assisting instructors in attaining the Adult Basic Education Authorization credential (e.g. conducting observations and conversations for the portfolio process).
License and/or Certification Requirements:
Preferred - Adult Basic Education Authorization credential
