About the Division of Regional Centers
The Division of Regional Centers (DRC) is responsible for the planning, coordination, monitoring, and execution of a multi-million dollar, federal and state-funded service delivery system for people with intellectual and developmental disabilities (IDD). DRC accomplishes this through policy management, regulatory compliance, and legislative initiatives. The program area duties include: analyzing and developing policy related to the responsibilities of the Regional Centers, managing and establishing policies and procedures for a state service delivery system according to state and federal requirements; analyzing state and national trends for policy issues that may impact current program design; coordinating at the senior management level the development of the Division strategic plan for the Department; analyzing legislation and providing technical assistance for potential impact to the Regional Center system; coordinating and developing protocols with other systems regarding cross system issues and policies; and managing services that support approximately 240 adults and their families within a budget of approximately $60 million.

Description of Job

About the Position:
The Pueblo Regional Center (PRC) provides residential, day services, and nursing support to individual residents with IDD. There are 9 HCBS Medicaid Waiver homes providing comprehensive, integrated, and coordinated services to a maximum of 80 residents. These services are provided in compliance with State and Federal Standards to maintain Medicaid funding to support the health, welfare, and treatment of all individuals served by PRC. The Program Services Director directs multiple units and supervises the managers of the departments indicated. This position is a part of the PRC Management team and makes decisions that impact the agency as a whole. This position has Appointing Authority status. This position position develops, reviews, and revises agency policies within the program services department. This position reports directly to the Senior Director of Residential Services and has hiring and disciplinary authority as an Appointing Authority. Duties in this position include:


Appointing Authority:

  • exercise appointing authority responsibilities with first, second and third-level supervision over numerous agency departments, including approximately 125 employees in the area of hiring, performance planning, performance evaluation, corrective and disciplinary action, up to and including termination
  • exercises direct supervision of approximately 4 professional staff


Management:

  • as a primary member of the agency Leadership Team this position makes decisions that affect all agency personnel and residents, following agency policies and procedures, as well as state and federal regulations
  • along with other members of the Leadership Team position recommends and establishes the budget (within spending authority/revenue) for Program Services
Program Services/ Compliances:
  • directs the overall operations of each of the departments
  • ensures regulatory compliance of all agency departments is in conjunction with DPA regulations, Personnel Rules, State Board of Nursing Practice Acts,
    HCBS-DD waiver rules, Health Facilities and Emergency Medical Services Division (HFEMSD) of the Department of Public Health and Environment (DPHE), Centers for Medicare and Medicaid (CMS), CDHS policies and procedures,
    and other state and federal mandates

  • through documentation submission, document review, on-site monitoring, and
    negotiation, assures adequate resource deployment in the areas of staff assignment, budget planning, analysis, allocation and accountability, materials, facilities, and equipment

  • attend meetings, providing guidance, and review of staff documents and competencies

  • participates in, develops, approves, and ensures implementation of
    Plans of Correction for deficiencies cited by the Health Facilities and Emergency Medical Services Division of the Department of Public Health and Environment

  • serves as agency Duty officer on a rotation basis to provide consult with staff after-hours

  • responsible for making administrative decisions and intervention decisions for people receiving support and services as well as staff

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications:

Bachelor's degree from an accredited institution in Human Services or related field
AND
Five years (5) of professional experience that includes demonstrated time leading an organization in a high-level management position and working with adults with IDD and
co-ocurring mental illness
Substitutions:
Additional appropriate education will substitute for the required experience on a year-for-year basis
Preferred Qualifications:
  • extensive program /management experience involving programs serving the dually diagnosed population
  • knowledge of current trends and best practice standards within the disciplines of developmental disabilities, mental health, and dual diagnosis
  • experience in working at State and Federally licensed facilities
  • management of both milieu function and behavioral programming in a community-based setting
  • knowledge of State and Federal Regulations pertaining to service delivery for persons who are dually diagnosed
  • experience in developing a supervising behavioral interventions for individuals with highly challenging behaviors
  • experience in direct supervision of staff who provide mental health services
  • extensive experience in the design and implementation of systems to include program services delivery
  • good work history
Conditions of Employment:
  • Full Background - CBI name check and fingerprint check, ICON Colorado court database, Medicare fraud database, Reference Checks, Professional License verification (licensure requirements), Drug Screen, PREA (Division of Youth Services),
    Trails check (direct contact with children), CAPS (direct contact with adults – Mental Health Institutes, Regional Centers, Veterans Community Living Centers).
  • Travel- position requires travel to remote worksites utilizing a State Fleet vehicle, if available. If not, must utilize a personal vehicle and submit approval for mileage reimbursement
  • Current and valid U.S. Driver's License
  • Training – must demonstrate the ability to successfully perform behavioral intervention techniques proficiently throughout employment
  • 2-step TB (tuberculosis) screening and other vaccinations as required by the State of Colorado.
  • Former State employees who were disciplinarily terminated or resigned in lieu of termination must (1) disclose that information on the application (2) provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position, (3) provide the employee number from the applicant’s prior State employment. Absent extraordinary circumstances, prior disciplinary termination or resignation in lieu of termination, and failure to provide this information will disqualify the applicant from future State employment with CDHS.
