COLORADO PARKS AND WILDLIFE

The Financial Services Unit provides accounting, procurement and budget support and management to the Division. The Accounting work unit manages all aspects of the accounting function including: accounting for all expenditures (operating, capital, payroll), revenues and sales processes, cash management, grant reporting, cost accounting and allocations. The unit monitors, reports, and interprets overarching financial policy, rules and practices in order to ensure that all financial transactions are recognized and recorded correctly for the Division. In order to enact these functions successfully the unit is in contact with many individuals inside and outside of the agency, and acts as the liaison between DNR Accounting and Division personnel. In order to manage the financial transactions the unit develops and enforces policies and procedures, provides training for division staff, and consults with division staff on the proper ways to record financial information and use the State financial operating system (CORE) to record and report this data. The unit also works closely with CPW Budget to implement financing mechanisms, develop and maintain Division financial coding structures, ensure proper budget amounts are recorded in the State financial system, grant setup and monitoring, consulting on accounting principles and rules, and assisting in development, preparation, and review of financial reports. In addition, the unit works closely with CPW Procurement on the coding, set-up, lapse/roll, set-up and payment of encumbered funds (CT, PO, and DO).

Description of Job

Support to the CPW Accounting and Controller and in some cases co-managerial responsibility and for various aspects of day-to-day accounting activities, as well as intermediate and long-term projects, in the CPW accounting section, including but not limited to the following.

Professional and technical accounting, expertise, and reporting

There are several major areas of the CPW Accounting Unit including the following: accounts payable, revenue and banking, grants, inventory, payroll, fiscal year-end closing activities, coordination of DNR projects and other key areas (e.g. tax compliance, system implementation & integrity, process development and implementation). In all of these areas, this position is required to assist in whatever manner is needed which includes process reviewing work products, process, improvement, developing, mentoring, and training accounting staff and communications and relationship building. This position will be responsible for managerial or co-managerial duties of one or more of these major areas. Examples of possible areas are:
Accounts Payable – Will likely be heavily involved in this area with oversight responsibilities. Reviews payment requests for proper account coding in accordance with GAAP, State Fiscal Rules, State Procurement Rules, Division and Departmental policies and procedures. Expenditures include reimbursement for work performed, goods/services received, real estate purchases, capital development and equipment, and all other expenditures/purchases made by CPW. This mainly involves reviewing IN, GAX, and MD documents in CORE, in conjunction with related encumbrance documents (PO, POGG1, CT, CTGG1 and DO). This includes performing prepayment and post payment reviews to ensure correct account codes are assigned to all purchases for payment, and corrections for incorrect coding, balance sheet reconciliations, and related analysis. Provides expertise on technical payment processing, policies, system setup and questions.
Revenue - Review sales and revenue earned at CPW Offices and ensure the proper recording of transactions in both internal systems (IPAWS and/or other various internal revenue tracking mechanisms), and on the State’s accounting system (CORE). Oversee the correction of errors as necessary. Reviews customer refund requests submitted by CPW Offices for reasonableness and adherence to policy and processes the transactions accordingly. Reconciles bank statements, researches any discrepancies and unusual items, and transfers funds from Division bank accounts to the State Treasury to ensure compliance with fiscal rules and efficient cash management. Prepares both standard and non-standard revenue reports as requested by management. Provides expertise on technical revenue reporting, system setup and questions, and sales issues. Provides technical support and training for revenue reporting functionalities of the various revenue systems.
Compliance and reporting for all applicable rules and regulations
Will have oversight responsibilities for this area. Responsible for research, analysis, implementation, recording, year-end reporting (as necessary) and monitoring the various laws, rules, regulations, policies and the like. At a minimum, this includes all new GASB, State Legislation (Senate and House Bills), and GAAP accounting and reporting requirements. This could potentially entail directing staff to perform the correct procedures in an accurate and timely manner.

Policy and Procedural Improvement
Will have oversight responsibilities for this area. Procedure and Policy Improvement: Researches, recommends and implements changes and/or improvements to financial policies and procedures; identifies need for and develops, implements, and leads training programs for accounting staff; analyzes and interprets financial information in order to advise and assist financial services and division management; develops and maintains reports to meet financial and management reporting requirements. Makes recommendations on internal controls and training to improve performance and minimize risk.Form 1099 Reporting
Will have oversight responsibilities for this area. Responsible for W-9 reporting for external sales agents and IRS Form-1099 year-end reporting. This entails directing staff to perform the correct procedures in an accurate and timely manner.
Other Significant Accounting Responsibilities Will likely be heavily involved in these area with oversight responsibilities. Assist other accounting and financial services projects within the unit, including but not limited to, the following:
  • Responsible for overseeing drafting, submitting, monitoring, and accounting for all advance payment waiver requests to OSC and DNR for various programs: trails, outdoor equity, partners in the outdoors, SOLE, and all one-off request from CPW field staff. This involves working with Program and Accounting staff to strategize the best approach (amount, timing, and language) to advance payment waiver for that particular program.
  • Run diagnostic reports monthly and distribute to the applicable for research and resolution. Assist with this process and ensure that all diagnostics that CPW is responsible for have been adequately addressed. Communicate progress with DNR accounting and distribute final reports monthly.
  • Assist with audits (DNR internal, state, and external) on an as needed basis by being the main point of contact for the audit, as well as the liaison between CPW and DNR. Research questions, assign to applicable CPW staff, ensure proper resolution and report to DNR.

  • Other duties and responsibilities as assigned. This category will likely involve many projects, both one-off and ongoing. Example: new legislation that needs to be understood, assigned, and implemented into normal daily operation of the accounting unit.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications
Nine (9) years of relevant experience in (You can add experience you are looking for here) an occupation related to the work assigned to this position.
OR
A combination of related education (coursework requires 27 semester hours completed in accounting or auditing) and/or relevant experience in an occupation related to the work assigned equal to nine (9) years.
Current, valid licensure as a CPA by the Colorado Board of Accountancy will count for
six (6) years of the requirement.
Substitutions

  • At least a bachelor's degree from an accredited institution which included 27 semester hours of accounting or auditing coursework will substitute for the degree requirement. Additional appropriate experience will substitute for the degree requirement on a year-for-year basis. Current, valid licensure as a CPA by the Colorado Board of Accountancy will substitute for the degree requirement and two years of the professional accounting experience. Additional appropriate education will substitute for the required experience on a year-for-year basis.

  • Current or former State experience relevant to this position
  • Current or former Colorado Parks & Wildlife work or volunteer experience
  • Experience with CORE, the State’s financial system

Conditions of Employment
