DEPT OF EMERGENCY AND MILITARY AFFAIRS

The Department of Emergency & Military Affairs (DEMA), led by The Adjutant General, provides emergency management and military capabilities to the citizens of Arizona and the nation. The Emergency Management Division consists of three sections—operations, preparedness, and financial administration. Each section works collaboratively across the agency and with external partners to manage emergency responses and reduce the impacts of disasters. Additionally, DEMA is the headquarters for the Arizona National Guard, the primary combat reserve of the United States military. The Arizona Army and Air National Guard provide military forces and equipment to accomplish community, state, and federal missions.

EMERGENCY SERVICES MANAGER (ESF/RSF)

Job Summary:

The Emergency Support Function (ESF) and Recovery Support Function (RSF) Coordinator manages critical emergency response partnerships with federal, state, tribal, and local agencies, emergency managers, and emergency responders throughout the Southwestern Region (Region IX), in support of the Operations Section of DEMA/EM. Manage the DEMA/EM Emergency Management Duty Officer program. Enhance DEMA/EM Duty Officer capabilities to respond and recover to all hazard support and coordination requests. Share in providing a timely and accurate Common Operating Picture. Confers with the Response Branch Manager and Logistics section regarding mission priorities and informs Response Branch Manager of program accomplishments. Coordinate with federal, state, tribal and local agency officials regarding emergency management activities to include emergency resource inventories, providing logistical team support functions including EMAC deployments and A-TEAM certification. This position will provide back up support to the Search, Rescue, and Warning Coordinator position in the incident management, coordination of resource response, reimbursement, and training for the 24/7/365 coverage per ARS 35-192 and Arizona Administrative Code Title 8. Personally, prepares for anytime (24/7) response and no-notice recall to the State or Alternate Emergency Operations Center (SEOC) and/or Joint Field Office (JFO) during disaster or exercise activations. Trains for specific SEOC positions and performs duties as assigned through internal agency policy.

Job Duties:

Responsibilities include:
• Manage critical emergency response and recovery partnerships with federal, state, local and tribal agencies, emergency managers, and emergency responders throughout the Southwest Region. They enhance emergency support function and response, resource coordination and recovery from State of Arizona government agencies, boards, and commissions to the State Emergency Operations Center. Develop and maintain universal emergency operations center activation framework and common terminology for activation levels in Arizona for state, its political subdivisions, and Tribal Nations.
• Manage the DEMA/EM Emergency Management Duty Officer Team program and maintain appropriate staffing levels and response capabilities. Enhance DEMA/EM Duty Officer capabilities to respond to and recover from all hazard support and coordination requests. Serves as an actual Duty Officer. Coordinate and train DEMA/EM Duty Officer Team, State Liaison Officers, and Reservists. Share in providing a timely and accurate Common Operating Picture.
• Develop, implement, and maintain a program in Arizona for Emergency Operations Center mutual aid and recovery support. Coordinates with state, tribal and local agency officials regarding emergency management activities to include coordination of emergency resource inventories, and providing other logistical team support functions, such as participating in EMAC deployments and A-TEAM certification.
• Enhance coordination and common operating picture between emergency management and emergency operations centers, incident command, IMT, and policy related support and coordination.
• Process personnel and equipment for local Mutual Aid and Emergency Management Assistance Compact (EMAC) deployments and provide back up support to the Search, Rescue, and Warning Coordinator position in the incident management, coordination of resource response, reimbursement, and training.
• ESF & RSF Coordinator for the activation of the SEOC and/or Joint Field Office during disasters or exercises.
• Personally, prepares for anytime (24/7) response and no-notice recall to the State or Alternate Emergency Operations Center (SEOC) and/or Joint Field Office (JFO) during disaster or exercise activations. Trains for specific SEOC positions and performs duties as assigned through internal agency policy.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
• State and Federal laws, rules, regulations, and standards relating to emergency management.
• Management and allocation of resources and equipment.
• Inventory procedures and concepts.
• Familiarity with principles of emergency management, emergency planning, exercise, and training requirements.
• Structure and content of the English language including spelling of words, rules of composition, and grammar.
• Clerical procedures and systems such as word processing, managing files and preparing reports.
• State government processes include legislative and administrative processes.
• Principles and processes for providing customer and personal services, customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
• Grant concepts, spreadsheets, practices and procedures, report writing, emergency management and grant terminology.
Skilled in:
• Evaluating circumstances, analyzing problems, and making quick decisions.
• Coach and mentor team members to accomplish section goals and objectives.
• Maintaining computer-based programs.
• Communicate effectively both verbally and in writing.
• Providing effective guidance and technical expertise to all levels of government and customers.
• Implementing various aspects of Federal and State emergency management programs.
• Interpreting and implementing State and Federal laws, acts, rules, policies, statutes, codes, and regulations.

Selective Preference(s):

Desired qualifications include any combination of experience, education, and training that meets the knowledge, skills, and abilities as described. Preferred candidate will possess FEMA/EMI or other courses pertaining to Emergency Management and/or FEMA Advanced Professional Development Series and/or previous professional experience in Emergency Operations Centers, Tactical Operations Centers, Joint Operations Centers, or other emergency operations environments. Completion of Inland Search and Rescue Course.

• This position requires possession of and ability to retain a current, valid state-issued driver's license appropriate to the assignment. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.).
• The following Certifications / Qualifications are required within 12 months of hire date to include Emergency Management Assistance Compact (EMAC) A-Team certification, and the FEMA Professional Development Series Training Courses.
• Completion of Inland Search and Rescue Course within one year of assignment.
• Required to carry a State issued cell phone.
• In and out of state travel required.
• Individuals are required to pass a criminal background investigation.
