The State of New Hampshire, Department of Corrections, Division of Professional Standards has a full-time vacancy for an Administrator II.

Summary:

Facilitates departmental objectives by analyzing the impact of new policies and procedures and/or changes to those existing and determining the implementation process for such changes within department-wide administrative operations. Develops and drafts rules and policies and researches federal and state statutes, regulations, and procedures relevant to the Department of Corrections.

18 Months of additional relevant experience = Associate's degree

MINIMUM QUALIFICATIONS:

Education: Master's degree from an accredited institute of higher education with a major study in public administration, business administration, public policy, law or related field.

Experience: Six years experience in business or public administration, public policy, law or related field, four years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation, business management or related management experience.

OR

Education: Bachelor's degree from an accredited institute of higher education with a major study in public administration, business administration, public policy, law or related field.

Experience: Seven years experience in business or public administration, public policy, law or related field, four years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation, business management or related management experience.

License/Certification: Eligibility for a New Hampshire driver's license and/or access to reliable personal transportation.

PREFERRED QUALIFICATIONS: Work experience requiring interpretation of laws, rules, plans, or regulations and legislative research.

PREFERRED WORK TRAITS: Knowledge of and ability to apply management principles and techniques to policy and rule development. Knowledge of state and federal laws, and regulations governing law enforcement, medical, or security operations. Familiarity with administrative rules and the rulemaking process. Ability to communicate effectively both orally and in writing, including the ability to develop and deliver presentations. High level verbal and written communication skills, strong, positive, problem-solving, facilitation and organizational skills, competence in functioning effectively and collaboratively as a member of a work team, ability to manage multiple inflexible deadlines and overlapping priorities.

Responsibilities:

Coordinates rulemaking and policy activities involving the Department of Corrections to ensure compliance with federal and state regulations and laws and correctional best practices and policies. Develops and revises Department rules, policies, and procedures to achieve that compliance.

Monitors federal and state statutory and regulatory developments covering a broad scope of law enforcement, correctional law, and medical standards that may impact functions of the Department in coordination with the Strategic Communications Administrator. Coordinates and consults with appropriate parties to develop, recommend and implement changes to best practices for effective correctional programs while ensuring consistency with state and federal mandates.

Represents the Department by responding to inquiries from federal and state officials, residents, staff and public or private organizations regarding policies, procedures, and rules of the Department.

Serves as a subject matter expert on rulemaking and policy development initiatives by conducting adjudicative and rulemaking hearings and presenting testimony to the Joint Committee on Administrative Rules (JLCAR) relative to Department rulemaking proposals.

Evaluates, prepares, and updates the Department’s policies, forms, systems, procedures, and manuals to remain current and consistent with federal and state regulations, statutes, and administrative rules. Makes recommendations for actions required to ensure compliance and consistency with departmental goals, best practices and standards.

Interfaces with departmental subject matter experts regarding interpretation and clarification of existing policies. Evaluates and assists in the development of skilled training programs to ensure best practices are achieved and sustained across all areas of the Department.

Assists as directed with audits and quality assurance measures by analyzing and coordinating responses to quality assurance and critical incident reviews.

Manages right to know requests, including coordinating with the internal and external partners to respond to questions and requests for information and monitoring compliance with joint federal and state agency agreements governing department programs and operations. Represents the division as a liaison between state and federal oversight agencies as directed.

Requires testifying in legislative hearings as directed.
