Outreach Coordinator – Pacific NW Region

Summary

The position of Outreach Coordinator will be primarily focused on leading Stacy Witbeck community outreach and engagement efforts, ensuring workforce development, working to continually develop diversity throughout the company’s employees including pre-apprenticeship program interaction to attain project specific goals, subcontracting bidding assistance and DBE firm mentoring, and oversee EEO and Affirmation Action requirements in the Pacific Northwest Region. Duties would also include leading social equity directives as part of company-wide sustainability practices.

The position will be based in the Stacy Witbeck Portland area office and travel will be required within the Pacific Northwest and potentially other locations such as area offices and project jobsites as needed to satisfy the company’s goals.

Subcontracting Efforts

  • Build the capacity of existing and future minority and DBE owned businesses for current and future projects;
  • Build capacity and provide technical assistance for underrepresented populations to meet construction workforce needs;
  • Increase local underutilized populations skills/access to construction trades;
  • Provide technical assistance to help firms in COBID certification and determining applicable NAICS codes;
  • Provide new opportunities, reduce barriers, and facilitate new relationships between DBE Subcontractors and prime contractors;
  • Enhance relationships between Owners and the business community;
  • Participate in Project Advisory Committee (PAC) of local community members to provide recommendations on DBE/On the Job Training project development;
  • Understand and react to Regional Disparity Studies information.

Workforce Development

  • Engage regional Pre-Apprenticeship programs as part of a workforce solution to diversify the workforce;
  • Utilize construction trade labor opportunities at all levels for DBEs as part of the various Projects;
  • Build relationships between Labor, pre-apprenticeship programs, and Subcontractors;
  • Establish Pre-Apprenticeship programs as part of a workforce solution to diversify the workforce;
  • Community outreach to create interest in construction trades careers to include schools, tradeshows, outreach events, work release programs, etc.
  • Work with union local representatives to ensure diversity is throughout ranks including incoming apprenticeship program candidates.

Project Specific Roles

  • Attend specific meetings in the role of Diversity Administrator during pre-construction and construction phases;
  • Participate in the development of Subcontracting and Diversity Plans in compliance with Project requirements;
  • Actively participate in Subcontractor procurement efforts;
  • Organize and attend Subcontractor outreach events;
  • During construction assist Subcontractor pool in adhering to contract requirements, timely reporting per the contract, facilitate training to meet contract obligations, and aid in meeting workforce diversity and apprenticeship goals;
  • Ensure project compliance with the requirements of Project Labor Agreement and attend required pre-job conferences with trade partners and Project Advisory Committee meetings;
  • Oversee documentation of Good Faith Efforts by the Prime Contractor, Subcontractors and Suppliers;
  • Assist team and subcontractor/supplier pool in meeting and/or exceeding aspirational diversity targets and tracking for the Project’s workforce including zip code priority apprenticeship hiring goals;
  • Ensure Project’s DBE firms provide a Commercially Useful Function by auditing these firms from time to time;
  • Co-develop with Public Agencies acceptable and meaningful outreach materials;
  • Lead efforts to capture DBE success stories as work progresses.
