St. Vincent de Paul CARES is Hiring a Planning and Development Manager Near Petersburg, FL

SUMMARY: 
The Vincentian Properties Project Manager will be responsible for planning and supervising a wide range of construction projects from start to finish. You will organize and oversee construction procedures and ensure they are completed in a timely and efficient manner. An excellent Project Manager must be well-versed in all construction methodologies and procedures and able to coordinate a team of professionals of different disciplines to achieve the best results. The ideal candidate will have an analytical mind and great organizational skills. The goal will be to ensure all projects are delivered on time according to requirements and without exceeding budget.
ESSENTIAL DUTIES AND RESPONSIBILITIES: (These essential job functions are not to be construed as a complete statement of all duties performed. · The Planning & Development Manager performs day-to-day administration and supervision of the Planning & Development of Vincentian Properties Developments
• Prepares/interprets plans, other development regulations, research on special planning-related projects and public contact providing information on planning and Development matters
• Evaluating applications for development approval, preparing technical recommendations, and documenting compliance with the final management decisions
• Analyzes policies and procedures to identify areas for improvement and streamlining, drafts amendments for submission to the Planning and Development Board for review and recommendation to the City Council
• Provides information and technical assistance as it relates to land use and Development matters
• Works on long range planning efforts in collaboration with Planning team and other city staff
• Familiarize themselves with the City’s Comprehensive Plan 
• Ensures development is consistent with and complies with the adopted Comprehensive Plan and the implementing Land Development Regulations
• Assists the CEO and CLS in reviewing and administering specific City objectives for planning projects and recommends appropriate action
• Evaluates and assists in the development of budget requests for operating expenses and capital outlays
• Provides direction, coordination, and review of the activities and work product of the planning and Development staff
• Assists with coordination of related planning activities performed by private consultants, contractors, and employees in Community Services and with other City Departments
• Attends meetings of City boards and committees
• Completes site plan review and interpretation, field inspections and documentation of ongoing projects, reviews comprehensive plan amendment and development amendment, and staff report preparation
• Reviews and prepares staff reports for development 
• Makes presentations to approving Boards
• Compiles statistical data for purposes involving population, economics, housing, and other topics
• Reviews building permit applications for consistency with land development regulations
• Track all requests for information and submittals via appropriate logs
• Understands the project plans and specifications
• Monitor superintendents and all onsite activities via regular visits to construction sites
• Collaborate with engineers, architects etc. to determine the specifications of the project
• Manage and coordinate consultants and obtain a complete design package for securing all necessary permits
• Obtain permits and licenses from appropriate authorities
• Evaluate progress and prepare detailed reports
• Ensure adherence to all health and safety standards and report issues
• Attend all critical meetings at the construction site
• Maintain thorough and accurate project documentation
• Finalize the construction job cost and utilize it as an historical tool
• Oversee the transition to property/asset management
• Prepare closeout packages for projects
• Work with utility and city agencies as required
• Finalize and update construction schedules and project status, as required
• High degree of familiarity with contract and subcontract documents, terms, and conditions
• Performs other related job duties as assigned

· Complies with all applicable training requirements.
· Complies with all company safety, personnel and operational policies and procedures.
· Complies with work schedule to ensure effective operations of Agency programs. 
· Contributes positively as a member of a productive and cooperative team.
· Performs other duties as necessary to fulfill the Society of St. Vincent de Paul South Pinellas, Inc. Mission.

· Valid Florida driver’s license if driving an agency vehicle or a personal vehicle for company business.

EDUCATION AND EXPERIENCE: (Pending on position and if prior to hire is approved by Chief Executive Officer, a comparable amount of training, education or experience may be substituted for the minimum education qualifications)
· Minimum Bachelor’s degree, Bachelor's degree in Building Construction, Construction Management, Civil Engineering, or Architecture preferred
· Required to hold an American Institute of Certified Planners (AICP) certification
GENERAL PHYSICAL DEMANDS: These physical demands are representative of the physical requirements necessary for an employee to successfully perform the essential functions of the job. Working in an office/site requires prolonged sitting at the computer workstation, standing, bending, reaching, lifting up to 40lbs. and some driving. It is also required to regularly sit, speak, and listen, the employee is also required to walk, use hands and fingers to type, operate equipment, and maintain records and notes. Specific vision abilities required include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus. 
MENTAL DEMANDS: Must handle new and diverse work problems on a daily basis. Personal maturity is an important attribute. Must be able to resolve problems, handle conflict, and make effective decisions under pressure. Must relate and interact with, volunteers, clients, contractors, visitors, and employees at all levels within the Agency. 
WORK ENVIRONMENT: Environment will occasionally become noisy due to equipment operations and interactions among clients and staff. There may be the possibility of being exposed to communicable disease, possible exposure to verbal abuse or similar behavior from residents/clients. On an as needed basis, employees may be called upon to work outside of the established work schedule or work odd hours. All information associated with the Agency is confidential.
