General Definition of Work:
Performs responsible skilled and semi-skilled work primarily in city streets, alleyways, curbs and gutters, sidewalks, drainage ways, and related infrastructure, including replacement, repairs, maintenance, and improvement projects. Work is performed under general supervision.
Essential Functions/Typical Tasks:
Performs skilled and semi-skilled work for jobs related to minor construction and the maintenance and repair of streets and other related infrastructure.
(The following tasks are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.)
Operates heavy equipment such as loaders, dump trucks, and street maintenance equipment.
Inspects and performs remediations of distressed asphalt, delamination, and utility cuts, utilizing fill including gravel, dirt, and shell, and restores surface, utilizing asphalt as required. Coordinates with other divisions and outside agencies for resolution of utility cuts and other restoration projects as needed.
Performs shell alleyway maintenance including excavating, scarifying, regrading, and compaction, performing soil density testing to ensure proper compaction as needed.
Utilizing thermo-striping and painting techniques to install, maintain, and improve roadway striping, intersection markings, and parking spaces.
Inspects sidewalks, ADA ramps, and walkways for regulatory compliance, and performs maintenance to remove trip hazards utilizing grinding and sidewalk slab replacement as needed.
Operates computers, printers, and plotters to design and fabricate city signs utilizing MUTCD guidelines and other unique requirements as needed.
Performs city sign installation, including request for utility locates, and maintenance and inspection of signage reflectivity and other defects.
Designs, installs, and maintains temporary traffic control devices for minor construction projects and assists in maintenance of such for contractors and in emergency operations situations.
Performs debris removal from curbs, gutters, rights-of-way, and parking lots following stormatic activity and assists Pinellas County Sheriff’s after vehicular accidents to remove related debris.
Assists utilities maintenance divisions in investigating the source of water, reclaimed water, and sanitary sewer main leaks and damages and coordinates with internal and external agencies to facilitate repairs.
Identifies and investigates Sanitary Sewer Overflow (SSO) and illicit discharge reports and estimates flow quantities for NPDES and SSO reporting. Establishes perimeter for public health and safety with temporary traffic control devices until repairs can be made.
Coordinates with the City Engineer and stormwater management personnel for removal and maintenance of stormwater infrastructure.
Performs vector control as required and coordinates with other agencies for mosquito, bee, and other insect and venomous species control.
Coordinates with Pinellas County and volunteer agencies, such as bird and wildlife agencies, for the care and rescue of injured animals, including sea turtles, from roadways, storm drains, and other related infrastructure.
Inspects outdoor lighting, including streetlights, for adherence to turtle conservancy requirements and coordinates with Duke Energy and private properties, commercial and residential, to become compliant with Florida Fish and Wildlife standards.
Performs periodic inspections of streetlights and coordinates repair and replacement of inoperable assets with Duke Energy.
Cross trains and works with other departments including Stormwater, Parks & Recreation, Community Development, Fire, and Pinellas County Sheriffs as needed and required.
Creates and receives work orders in work order management system utilizing office and field equipment such as computers, tablets, and mobile phones. Schedules resources required to perform maintenance activities including heavy equipment, materials, and additional personnel. Documents completion of work performed including photos, videos, and field notes.
Coordinates with Operations Manager and City Engineer to document completed maintenance and repairs to various infrastructure on layers in the GIS system for Capital Improvement Program purposes.
May be required to work outside normal work hours in emergency situations, such as strong storms, tornadoes, and hurricanes.
May be scheduled for on-call duty.
Performs related tasks as required.
Knowledge, Skills and Abilities:
Some knowledge of occupational hazards and appropriate safety precautions; ability to understand and follow oral instructions and to perform tasks requiring physical strength and endurance; ability to perform essential job functions; ability to use hand tools, power tools and some field equipment; ability to establish and maintain effective working relationships with associates.
Education and Experience:
Graduation from high school or equivalent. Construction or street maintenance experience or equivalent. Preference given to those with sign making experience or those willing to learn. Additional city sponsored training may be required.
Level I requirements. Pay grade 109.
Up to two (2) years of experience in maintenance and construction with experience in public infrastructure preferred.
Level II requirements. Pay grade 111.
Significant experience in the repair and maintenance of public infrastructure or equivalent.
Level III requirements. Pay grade 113.
Extensive experience in the repair and maintenance of public infrastructure or equivalent.
Physical Requirements:
This is heavy work requiring the exertion of 100 pounds of force occasionally with the assistance of others or tools, up to 50 pounds of force frequently, and up to 20 pounds of force constantly to move
objects. Work requires climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, and repetitive motions. Vocal communication is required for expressing or exchanging ideas by means of the spoken word, hearing is required to perceive information at normal spoken word levels, visual acuity is required for depth perception, color perception, visual inspection involving small defects and/or small parts, use of measuring devices, assembly or fabrication of parts at or within arm’s length, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities, the worker is subject to inside and outside environmental conditions, noise, vibration, hazards, atmospheric conditions and oils.
Special Requirements:
Ability to acquire a Class B CDL with air brake endorsement valid in the State of Florida.
Pay range: $15.00-$23.262 per hour. DOQ
