POSITION OVERVIEW
The Workforce Specialist – NEEC directs all aspects of providing comprehensive employment and training programs for the unemployed, underemployed, and displaced at the Northside Economic Empowerment Center (NEEC). The Workforce Specialist – NEEC will perform a variety of complex duties which include responsibility for directing activities of workforce providers and community partners.
RESPONSIBILITIES AND SCOPE
  • Manages and directs workforce development and job training efforts.
  • Plans and advocates the formulation or modification of program systems and practices to promote equitable workforces and training programs.
  • Facilitates effective working relationships between SLDC and other community partner programs.
  • Works with the agency directors to discuss and solve city-wide workforce problems and/or issues that impair the effectiveness and efficiency of workforce programs and department operations.
  • Confers with and advises SLDC staff to explain administrative and program objectives, policies, procedures, and standards; and to identify the characteristics and impact of work problems exchange information, and formulate possible solutions.
  • Functions as a public facing representative of SLDC to civic groups, community organizations, and at public affairs.
  • Prepares and gives public presentations/speeches and grant media interviews.

WHAT QUALIFIES YOU
  • Requires the ability to perform data analysis including the ability to coordinate, strategize, systemize, and correlate to determine the time, place and/or sequence of operations necessary within the existing department framework.
  • Requires the ability to implement decisions based on data and overseeing the execution of these decisions.
  • Requires the ability to operate a variety of standard office equipment.
  • Requires the ability to apply principles of influence systems such as leading, teaching, directing, planning, coordinating and controlling.
  • Ability to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems and challenges.
  • Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the direction, control, and planning of an entire program or multiple programs.
EXPERIENCE AND EDUCATION
  • Bachelor’s degree in Business, Social Services, Counseling or related field.
  • Three years’ experience in the administration of employment and training programs strongly preferred.
  • Any combination of education and experience that provides equivalent knowledge, skills and abilities to the requirements listed above.
KNOWLEDGE/SKILLS/ABILITIES
  • Requires the ability to utilize a variety of reference, descriptive and advisory data and information such as financial statements, contracts, work site agreements, reimbursement requests, client surveys, time sheets, reimbursement requests, contract performance reports, training plans, program regulations, personnel policies, employee performance evaluations, computer software operating manuals, statutes, procedures, guidelines and non-routine correspondence.
  • Requires the ability to interpret and develop descriptive statistical reports.
  • Cognitive: This position requires employees to have a basic understanding of applicable policies and procedures, and to make sound decisions within established guidelines.
  • Interpersonal: This position requires the ability to interact and communicate appropriately and effectively with others, using verbal and nonverbal methods. Professionalism and the ability to work in a team environment are essential.
JOB DEMANDS
Work is normally performed in an office environment under generally safe and comfortable conditions where exposure to disease and irate individuals poses a very limited risk of injury. Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing, and pulling of objects weighing five to ten pounds. Tasks may involve extended periods of time at a keyboard.
CONDITIONS OF EMPLOYMENT:
  • Requires valid driver’s license and access to transportation - site visits.
POSITION TYPE/EXPECTED HOURS OF WORK
This a full-time, exempt position with health benefits and paid-time-off. While our traditional work hours are from 9:00 am to 5:00 pm, SLDC provides a flexible/hybrid work environment of both onsite and offsite work and follows a customized work schedule of 40-hours per week for full-time employees. Evening and weekend work is required as job duties demand.
