Job Summary/Scope Overall leadership and management of the transit system including but not limited to; route planning, fiscal planning and adherence, maintenance planning and management, Labor relations and personnel management. Complete supervisory and budgetary responsibilities for the division. Supervisory Responsibilities Integral to the position of General Manager is the responsibility for developing subordinates to their fullest potential by exercising appropriate degrees of coaching, training, guiding, evaluating, correcting and, if necessary, disciplining. Essential Duties and Responsibilities Manages transit properties to include budget planning, route planning, labor relations, inventory control and payroll management. Plans, organizes and directs the administration of assigned work related to the operations and maintenance of the transit department, including enforcement of federal, state and municipal rules and regulations. Motivates, leads, trains and develops exempt and non-exempt employees in a union and non-union environment. Monitors and oversees the system Safety Program Provides operating reports and statistics when required. Prepares, justifies and administers annual financial plans for transit operations and maintenance, prepares and submits financial reports. Ensures vehicles and inventory are at acceptable levels and conditions. Adheres to and stays current with all Federal Transit Administration Guidelines. Performs all other related duties as assigned. Required (Essential) Knowledge, Skills and Abilities Ability to interpret federal, state and local laws. Skills in research and time management. Knowledge of federal and state regulations pertaining to transit, contract administration, and grant procedures. Knowledge of municipal government operations and finance procedures. Ability to communicate effectively and prepare concise and accurate reports. Valid driver’s license required. Material and Equipment Directly Used Operates a personal computer, printer and various software packages, and other general office materials and equipment such as a copier and fax. There may be times when use of personal vehicle may be required. Working Conditions/Physical Requirements Majority of work is performed in an office setting with a controlled environment. May need to perform on-site inspections.. Work involves oral communication through the use of telephone or in person. Required to access files to retrieve work materials. Seldom need to lift more than 10 to 20 pounds. Some overnight or day travel may be required for business purposes. Vacation and other leave scheduling shall be requested of and approved by the appropriate supervisor. Education Bachelor’s Degree in a related field required. Five years or more prior experience required in Transit related position; or any combination of formal education and work experience which provides the required knowledge, skills and abilities. Passing of a drug screening required prior to appointment.
