Since 1976, St. Joseph Center has been meeting the needs of low-income and homeless individuals and families in Venice and throughout Los Angeles County. The Center is a 501(c)(3) nonprofit community organization that assists people without regard for religious affiliation or lack thereof through 20 programs in four pillars of service: Outreach and Engagement, Housing Services, Mental Health, and Education and Vocational Training. St. Joseph Center serves more than 10,000 people each year.
Brief Description of Principal Activities
Multifaceted intervention, prevention, mental health, and housing assistance is offered through street outreach and 9 service sites throughout Los Angeles County. St. Joseph Center also provides on-site services at five permanent supportive housing developments, and will provide services at an additional six more sites in the coming year. St. Joseph Center's total holistic approach to services provide our clients with the help they need to regain their stability.
Job Description
Job Summary
The Program Manager - Time Limited Subsidy Program (TLS) serves as a team leader providing supervision to program staff as well as overseeing day-to-day operations of the program. The Program Manager ensures the delivery of quality care in accordance to the rules and regulations established by contracted agencies as well as adhering to the mission of St. Joseph Center.
ESSENTIAL DUTIES & RESPONSIBILITIES
The Program Manager's key areas of responsibility include:
Key Areas of Responsibility:
  • Provide supervision to a team of case managers and housing navigators that provide field-based services to homeless and formerly homeless individuals who are enrolled in the Time Limited Subisdy Program.
  • Oversee service delivery, consulting regularly with the Director of TLS regarding quality control issues to maintain the highest standard of services.
  • Coordinate the development of cooperative relationships with other service providers, police and public safety officers and/or any other community resources.
  • Develop, review, and revise, as necessary, all administrative policies and procedures in keeping with program requirements.
Essential Duties:
  • Provide oversight to all program staff, monitoring monthly staff productivity.
  • Oversee client referral and intake process.
  • Closely track client charts, client progress notes, financial record keeping, and other mandatory programmatic forms.
  • Track progress towards meeting programmatic goals.
  • Provide assessment, crisis intervention, linkage to mental health and case management services.
  • Prepare weekly and monthly progress reports.
  • Monitor program budget during the fiscal year.
  • Participating in other St. Joseph Center community, administrative and fundraising activities as necessary.
  • Other duties and responsibilities may be assigned. Qualifications
QUALIFICATIONS
Knowledge, Skills & Abilities:
  • Must be highly motivated and a self-starter.
  • Must have the ability to communicate with and relate to a diverse group of people including clients, community, and other staff.
  • Must have excellent administrative and organizational skills.
  • Demonstrated ability to manage and supervise professional and para-professional staff while handling multiple tasks and relating to diverse groups.
Experience:
  • One year minimum management and supervisory experience with a strong desire to support and mentor staff.
  • Two years' experience providing services in a community setting with homeless or at-risk population. Preferred experience working with Rapid Rehousing, Interim Housing, or TLS Programs (e.g. HPRP, SSVF).
Education:
  • Master's degree from an accredited college or university in social work, public health, human services or a related field preferred.
Direct Reports:
  • Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Computer Skills:
  • Proficiency in MS Office Suite (Word, Excel, PowerPoint, Outlook) and widely supported internet browsers.
  • Ability to collect and analyze data.
Certificates, Licenses and Registrations:
  • Valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
  • Valid automobile liability insurance.
Travel Requirements:
  • Travel in between work sites, for home visits, and as required to fulfill job responsibilities.

Additional Information
Status: Full-Time/Exempt
Salary: $$66,650 - $70,000
Employment with St. Joseph Center is contingent upon completion of satisfactory background check.
