The People Concern is Hiring a Program Manager, Time Limited Subsidy - 11047 Near Los Angeles, CA

SUMMARY:

In collaboration with the Coordinated Entry System (CES) and The People Concern agency-wide programs, the Time Limited Subsidy Program Manager will oversee and coordinate the activities of TLS Case Managers who work with program participants to assess housing stability, provide stabilization services, and coordinate multiple mental and physical health related services to meet each program participant’s specific needs. The TLS Program Manager will also build and maintain rapport with landlords to secure housing stock for single individual adults experiencing homelessness.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

1. Provide supervisorial support and oversight for staff related to caseloads, scheduling, data integrity and contract goals or program changes.

2. Oversight and quality assurance of caseloads, client files, and housing-related documentation

3. Assess housing barriers of participants who are unstably housed and at-risk of homelessness to determine housing and service needs, by use of assessment tools.

4. Develop housing procurement, financial, and self-sufficiency case management plan with participants. This will include an intake interview/assessment to determine household needs, goals, and eligibility.

5. Determine eligibility and appropriate level of assistance based on client situation and ongoing monitoring of program spending and budget.

6. Communicate team needs, updates and maintain the tracking of reports as requested by supervisor to ensure project deliverables are being met.

7. Create and maintain consistent communication channels, both verbal and written, between several parties (i.e. tenant, landlord, referral source, collaborating agencies, debtors, and creditors and most importantly staff)

8. Serve as an ongoing liaison between property managers, legal supports and participants as well as between participants and neighbors.

9. Provide individual and team supervision, support, and ensure that all Annual Reviews are completed in a timely manner.

10. Develop effective, trusting relationships with program participants, landlords, and community partners both subcontractors and non-subcontracting agencies, as well as CES team leads.

11. Oversee individualized housing placement and stability plans

12. Provide life-skills training and financial literacy training to enhance housing stability

13. Coordinate medical and mental health treatment, education, vocational training, and other social services

14. Mediate conflict between clients and their family and/or landlords to promote housing stability

15. Advocate on behalf of clients to law enforcement, government agencies, social service agencies, educational institutions, medical and legal professionals, and others

16. Maintain up to date, accurate, and complete data and progress notes, records, and communication logs regarding referrals, housing applications, productivity logs and coordination with outside partners and as required by the project and its funding sources

17. Maintain positive working relationship with agency colleagues and community partners. Serve as the team’s representative at various community based meetings to promote the program and linkage to this service.

18. Ensure all program participant paperwork, data collection and data systems are complete, timely, accurate and current in agency records and electronic databases.

19. In collaboration with the Director, TLS, provide oversite regarding hiring and ensure Diverse and Equitable hiring practices to appropriately reflect the diversity of the population served.

QUALIFICATIONS:

1. Extensive knowledge of local and federal government benefits and entitlements

2. Knowledge of HUD guidelines as they relate to client housing resource eligibility

3. Able to work in a high-tolerance harm reduction model with clients who have multiple barriers

4. Current, valid California Driver’s License with an acceptable driving record and reliable vehicle

PREFERRED QUALIFICATIONS:

1. Bachelor’s degree and 2 years’ experience working with homeless individuals living with mental illness and/or substance abuse disorders or 5 years or equivalent experience.

2. Prior management experience strongly preferred

3. Bilingual (Spanish) preferred

WORK ENVIRONMENT:

1. Field (may need to travel) and indoor office environment.

2. On occasion walk or drive to different local sites.

3. Regularly required to sit, stand, bend and occasionally lift or carry up to 35 pounds.

4. Will necessitate working in busy and loud environments.

5. Will be exposed to elements like cold, heat, dust, noise and odor.

6. May need to bend, stoop, twist, and sit throughout the day.

Job Type: Full-time

Pay: $67,500.00 per year
