Salary Range: $15.00 Hourly

Description

POSITION SUMMARY

The Public Health Technician provides HIV, HCV, STD, TB and PrEP education, counseling and testing to at-risk individuals. The goal of this interaction is to assist the client in recognizing behaviors that are placing them at risk and identifying solutions to reduce risks. Clients receiving HIV testing must be provided risk reduction and post test counseling with referral to ancillary services provided if needed. Assists individuals who test positive for HIV in accessing services. Position requires familiarity with community resources in order to conduct referrals to services including; substance abuse treatment, STD/TB Clinics, and other services. Provide HIV/AIDS/HCV and PrEP education to public in traditional and non-traditional settings. Assists senior staff in developing new testing sites and collaborations with other entities.

ESSENTIAL RESPONSIBILITIES:

  • Provide HIV prevention counseling and testing according to DSHS guidelines
  • Assist client to develop individualized risk reduction plans.
  • Provide Prevention STI Health Education Risk Reduction small and large group presentations
  • Provide street outreach with PBC team members
  • Elicit complete information for the DIS to perform partner notification as needed
  • Must be able to communicate with client on sensitive issues regarding substance abuse, sexuality and relationships in an understandable and non-judgmental manner. Must have good oral and written communication skills. Must be able to keep up-to-date and factual documentation.
  • Input RECN data into computer in a timely manner
  • Prepare confidential and non-confidential correspondence in professional style and format.
  • Prepare a monthly calendar for PBC/HERR sites on time, and report any changes to Team Leader
  • Maintain effective filing system and information necessary according to agency and DSHS policies
  • Accurately complete CDC green forms, mail in after 30 days, or weekly when post-test completed
  • Spin and mail blood test/oraquick/Insti HIV test the day the test is performed or as mailing protocol requires
  • Submit completed required documentation for positive test results to the Longview office, Tyler DSHS.
  • Serve as an advocate for the client at all times
  • Communicate with all community members, such as clients, general public, and other service providers in a friendly, cooperative and professional manner.
  • Provide outreach activities through community education in a culturally sensitive manner and has the ability to provide education to diverse populations
  • Attend staff meetings, both programmatic and agency wide
  • Staff serves on local consortiums, coalitions, and task forces as needed
  • Staff is required to attend DSHS FCT training, as well as other continuing education activities
  • Other duties as assigned by Team Leader and/or Regional Coordinator
  • Staff will prepare monthly reports in a timely manner as requested by Regional Coordinator
  • Prepare time reports and mileage accurately and on time
  • Initiate and document early intervention services to all HIV positive clients
  • Staff does not mail results without written consent, FAX or give results over telephone

Qualifications


QUALIFICATIONS:

  • Requires high school education or equivalent.

Preferred (2) years’ experience in the human services field.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED

  • Good multi-tasking ability.
  • Good written and oral communication skills
  • Computer literacy
  • Knowledge of HIV, STD, HCV, Tuberculosis, substance abuse and PrEP.
  • Must be willing to work a flex schedule that includes weekends and evenings.

Must be willing to access clients in locations where at-risk individuals congregate.

  • Must be willing to learn and practice phlebotomy (venous blood draws).
