POSITION SUMMARY
Under regular supervision of the Deputy Assessor; performs difficult technical work in the appraising of real property for assessment purposes; does related work as required.
ESSENTIAL DUTIES
· Measures, lists, appraise, and applies market value to real estate throughout County according to established rules and regulations
· Processes agricultural land use and owner occupied applications, calculates and issues roll back tax forms and other forms as required
· Assists taxpayers, realtors, attorneys, bankers, surveyors with appraisals/tax related questions and problems
· Appears before the Local Board of Appeals and State Administrative Law Court to give testimony in support of appraisals
· Processes records on property splits, new subdivisions, corrections and completes data maintenance forms for computer records updating
· Analyzes and maintains sales files and sales ratio studies to be used in monitoring current appraisal levels
· Performs data edits in order to monitor and verify changes in values and other related data
· Prepares, receives, and/or processes all documents, records, and reports to include deeds, appeal forms, appraisal reports, correspondence, etc.
· Assists in the training of new personnel and assists other staff appraisers when necessary, participates in classroom and on-the-job training to ensure necessary State certification and professional standing
· Performs related tasks as required.
KNOWLEDGE, SKILLS AND ABILITIES
Thorough knowledge of the principles and practices of real estate appraising for assessment purposes; thorough knowledge of building construction practices and of building and land values; thorough knowledge of the state laws, and ordinances relating to real property assessing; ability to read and understand building construction plans and specifications; ability to analyze factors which tend to influence the value of property and to exercise judgment in the determination of property values; ability to write clear and concise reports; ability to deal effectively with the public and other employees.
Must be able to exert up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force to constantly move objects. Must be physically able to operate a variety of machinery and office equipment including an automobile, calculator, fax, computer, copier, telephone, printer, etc.
Requires the ability to speak and/or signal people to exchange information. Requires the ability to read and prepare a variety of records and documents.
Must be able to use and interpret real estate and appraisal terminology.
EDUCATION AND EXPERIENCE
Required
High school diploma or GED required with coursework in real estate.
Must have 12 months appraisal experience of real property.
Preferred
Bachelor’s degree from an accredited college or university with course work in real estate and appraisal methods and techniques is preferred.
Preferred two or more years appraisal experience of real property.
Certified Residential Appraiser license issued by the South Carolina Real Estate Appraisal Board is preferred.
LICENSE OR CERTIFICATION REQUIREMENTS
· Required valid driver’s license issued in South Carolina.
· Must possess Certified Residential Appraiser license issued by the South Carolina Real
Estate Appraisal Board.
