POSITION SUMMARY

Under general supervision of the Deputy Budget Director, performs professional and administrative work to monitor, analyze, and develop departmental budgets and associated programs; does related work as required.

The role requires a focused individual engaged in sedentary work that demands attention to detail, analytical thinking, and effective communication. The work environment is dynamic, requiring adaptability to tight deadlines and conflicting timelines.

ESSENTIAL DUTIES

· Evaluate, analyze, research, and monitor the annual operating budget and capital improvement plan.

· Provide budgetary recommendations to County Administration

· Prepare budget amendments and grant summary forms as needed, for Council approval.

· Develop and analyze revenue and expenditure projections.

· Assist departments in the budget preparation process.

· Advise departments and agencies on budgetary matters.

· Prepare and maintain meticulous budget records and files.

· Review and evaluate annual budget requests and expenditure estimates.

· Contribute to the preparation, analysis, and presentation of the budget.

· Ensure budget implementation aligns with approvals and adherence to established procedures.

· Monitor expenditures to prevent exceeding approved budgets and provide routine expenditure projections.

· Coordinate and schedule meetings with County Administration.

· Attend monthly Council meetings and budget workshop sessions.

· Conduct quarterly training sessions to assist departments with budgetary needs.

· Collaborate with departments to quantify necessary budget changes.

· Assist with Hospitality Tax collections as needed.

· Review and approve personnel actions to ensure alignment with staffing and budgeted amounts, as approved by County Council.

· Update website and intranet.

· Compile and submit annual application for GFOA award.

· Create clear and concise analysis through spreadsheet development.

· Communicate findings with the Deputy Director, Director, and relevant departments.

· Prepare reports, analyses, or special projects as requested.

· Work effectively with tight and conflicting timelines.

· Perform related tasks as required.

KNOWLEDGE, SKILLS, AND ABILITIES

Thorough knowledge of the functions and operations of County organizations; thorough knowledge of the theories, principles, practices, and techniques of municipal accounting, finance, and budgeting; thorough knowledge of the state laws and local ordinances applicable to budget preparation, approval and administration; thorough knowledge of research techniques, methods, and procedures; ability to establish and develop budget estimates; ability to conduct detailed research and prepare reports and findings; ability to communicate effectively, both orally and written; ability to establish and maintain effective working relationships with associates; extensive knowledge of Microsoft Excel and other Microsoft Office products a must; ability to plan, set priorities and organize work; ability to independently complete assigned tasks within established time frames.

EDUCATION AND EXPERIENCE

· Any combination of education and experience that provides the knowledge and abilities equivalent to a bachelor’s degree from an accredited college or university with major coursework in finance, accounting, or business administration.

· Three years of experience in budgeting, financial analysis, or accounting, preferably in a local government setting.

· Equivalent combination of education and experience will be considered in lieu of degree.

· Proficient use of MS Office applications is a required.

· A master’s degree or Certified Government Finance Officer (CGFO) certification is a plus.

· Experience with Munis ERP or other ERP software is a plus.

LICENSE / CERTIFICATIONS and OTHER REQUIREMENTS

· All regular full-time and part-time employees of Spartanburg County are required by state law to participate in the South Carolina Retirement System.

· Possession of a valid State issued driver’s license.

Job Type: Full-time

Pay: $53,832.00 - $57,264.00 per year
