POSITION SUMMARY

The successful candidate will be a versatile employee with strong interpersonal skills and the technical ability to support Spartanburg County’s land development process. The position requires knowledge in plat review and research, familiarity with the records in the Register of Deeds Office and the Assessor’s Office, and at least, general knowledge of land development regulations and review; strong analytical and communication skills; knowledge of ArcMap; working knowledge of spreadsheets and databases; demonstrated ability to present information clearly, effectively and in a timely manner in written, map and graphic formats.

ESSENTIAL DUTIES

The Development Coordinator I (DC I) carries out the requirements of the County’s land management ordinances and, as such, is the County’s first point of contact for those seeking divisions of land (counter plats, minor approvals, minor subdivisions), developing minor nonresidential projects, or changing uses of existing businesses in Spartanburg County.

The following describes typical duties:

  • Understands and applies land development and subdivision regulations to the review of site plans and subdivision plats for compliance with local ordinances and state regulations following the department’s administrative policies and procedures.
  • Researches issues with plats and site plans, as necessary, with the Register of Deeds, the Assessor’s Office, etc.
  • Assists with preparation of materials for planning commission and board of appeals packets and presentations. Assists with preparation of minutes.
  • Receives questions/complaints from public regarding land use issues; maintains files and records pertaining to enforcement program; prepares evidence and testifies in court.
  • Uses project tracking software proficiently to store records and monitor the status of all projects.
  • Prepares monthly and annual development activity reports for County Council and Planning Commission.
  • Prepares Land Use letters for development activities and sales of major properties in the County.
  • Visits sites, as necessary, for the purposes of inspection for compliance with land development regulations, as well as following up on citizen complaints regarding violations of said regulations.
  • Coordinates plan approvals from other agencies, such as the storm water runoff/grading and road design approvals from County Engineering, water and sewer infrastructure approvals from the appropriate district, any approvals needed through the SC Department of Health and Environmental Control, addresses from the GIS Department, etc.
  • Researches planning/land use-related issues, gathers and analyzes data, compiles information, and prepares reports, including maps and graphics. Presents such work, as necessary, to the Planning Staff, Planning Commission, Land Management Board of Appeals and others.
  • Assist Planning Department with plan review and permitting.

KNOWLEDGE, SKILLS AND ABILITIES

Must be physically able to operate various office machines including computer, multi-line telephone, scanner, copier, etc. Must be able to exert up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time but may involve walking or standing for periods of time. Must be able to lift and/or carry weights of 5 to 15 pounds. Requires the ability to speak and/or signal people to exchange information. Requires the ability to read and prepare various legal documents, using proper format.

EDUCATION AND EXPERIENCE

Any combination of education and extensive experience equivalent to graduation from an accredited college or university. Course work in urban planning or related field is helpful.

Experience with ArcGIS, Excel, Access, Word and Power Point is preferred.

LICENSE, CERTIFICATIONS, and OTHER REQUIREMENTS

  • All regular full-time and part-time employees of Spartanburg County are required by state law to participate in the South Carolina Retirement System.
  • Required valid driver’s license issued in South Carolina.
