SPARC is Hiring a Director of Corporate and Regulatory Compliance Near Santa Rosa, CA

GENERAL SUMMARY OF DUTIES: The Director of Corporate and Regulatory Compliance (DCRC) role is responsible for compliance audits and examinations, the tracking, dissemination and analysis of all applicable Federal, State, City, and County new or revised laws and regulations, research on compliance issues, and the organizations' overall policies and procedures as they relate to the cannabis industry. They are responsible for all associated application and permit processes, government relations oversight, developing policies, procedures, and best practices to promote compliance both within the company as well as to our rapidly expanding client base.
SUPERVISION RECEIVED: This position reports to the COO
SUPERVISION EXCERSICED: Self-directed, actively manages compliance department and government relations staff (internal and external). Coordinates with all departments within the organization in relation to impending legislation, legal changes and industry landscape.
EXAMPLE OF DUTIES: (this list may not include all of the duties assigned)
  1. Provide leadership and manage the department; make decisions, solve problems and develop and document departmental procedures; conduct meetings; represent department at internal and external meetings.
  2. Mitigate risk exposure by accurately analyzing, summarizing and disseminating information on new laws, proposed laws and regulations to directors and management.
  3. Accomplish staff results by communicating job expectations; planning, monitoring and appraising job results; coaching, counseling and disciplining employees; provide oversight and direction to the employees in the department in accordance with the organization’s policies and procedures; consistently enforce personnel and policy procedures. With assistance from HR support personnel and HR firm, resolve employee complaints and provide mediation when needed.
  4. Ensure organizations meet compliance requirements at all times.
  5. Monitor tasks and timelines, evaluate risks, provide recommendations and coordinate solutions
  6. Supports executive team in strategy development to accommodate regulatory constraints, as well as anticipated changes to applicable regulations.
  7. Proactively identifies holes or vulnerabilities in systems and processes, as well
  8. as compliance issues and legal risks and escalates issues to CEO, COO, or attorneys, as appropriate.
  9. Works with corporate counsel to develop contracts and processes, and to ensure specialized attorneys are engaged on matters as appropriate.
  10. Ensures expenditures are accurately captured in department budget.
  11. Interfaces with professional services providers, business partners, investors, government agencies, and others. Tracks important information from conversations.
  12. Oversees the management of company vehicle licensing and insurance.
  13. Manages insurance for all entities.
  14. Performs other related work as required.

Requirements

PERFORMANCE REQUIREMENTS:

  1. Minimum 4 years of regulatory/legislative analysis and/or related education.

  2. Knowledge of company policies and procedures. 

  3. Ability to effectively present information to executive management, public groups, and/or boards of directors.

  4. Ability to define problems, collect data, establish facts, and draw valid conclusions. 

  5. Skill in computer systems, programs, and applications.

  6. Ability to work effectively independently, as well as with the staff and the public. 

  7. Ability to exercise initiative, problem-solving, and decision-making.

  8. Exhibits high levels of patience, professionalism, efficiency and flexibility, remaining perceptive, analytical and solution-oriented at all times.

  9. Ability to communicate clearly and effectively verbal and in writing.

  10. Strong planning, organizational, analytical, decision making and communication skills; must be able to lead meetings and effectively summarize and prioritize topics.

  11. Excellent written and oral communication skills are required, including advanced PowerPoint.

  12. Attention to detail, with the ability to manage multiple priorities while working in a fast-paced environment.

  13. Self-starter able to conduct complex analysis with general direction.

  14.  Technical and regulatory knowledge of government, administrative and legislative procedures.

  15. Supervisory skills - able to prioritize activities and direct multiple individuals

  16. Willingness to take on added responsibilities.

  17. Embrace change with enthusiasm.

  18. Strong problem solving and interpersonal skills.

  19. Must possess a high degree of personal ownership and accountability

  20. Ability to maintain high standards in a quick pace, constantly evolving environment

EDUCATION/EXPERIENCE: Bachelor's Degree required. Juris Doctor preferred. Experience in the cannabis industry is highly desirable, but not required. Must be at least 21 years old and pass a criminal background check.

CERTIFICATES/LICENSES: None.

TYPICAL PHYSICAL DEMANDS: Work may require prolonged sitting or standing, some bending, stooping and stretching. Requires eye/hand coordination and manual dexterity sufficient to operate a computer, printer, photocopier, telephone, calculator and other office equipment. Requires normal range of hearing. Requires close vision with the ability to see color and adjust focus. Requires lifting up to 50 pounds occasionally.

TYPICAL WORKING CONDITIONS: Work is performed in a busy administrative office or remotely with intermittent in office requirements. Involves frequent contact with staff and the public. Work may be stressful at times, involves sensitive and confidential subject matter, and may include dealing with law enforcement and/or difficult persons and situations. Position is fulltime and will require traveling as well as weekend, evening, and holiday work on occasion.
