Director of Business/Title IX Coordinator

Minimum Qualifications:

  • Bachelor’s degree in accounting or finance required (master’s degree in accounting or CPA preferred)
  • Working knowledge of AS400, Excel, Word, electronic spreadsheets, and data management programs
  • Working knowledge of Federal and State of Michigan grant and reporting systems, GASB, GAAP, and K – 12 audits
  • Earned or eligible to earn the Michigan School Business Officials CFO certification
  • Excellent communication skills with the ability to effectively interact with staff, administrators, and the general public
  • Chief Financial Officer Certification through Michigan School Business Officials preferred
  • Five years experience in a school business office, district accountant, or higher position preferred
  • Ability to work independently, make decisions in accordance with established policies and regulations, problem solve, and apply principles of logical thinking
  • Such alternatives to the above qualifications as the Superintendent or designee may find appropriate and acceptable

Reports to: Superintendent

Job Goal:To administer and communicate the fiscal affairs of the district efficiently, expeditiously, and to the ultimate benefit of each student enrolled.

Performance Responsibilities:

  • Initiates and develops efficient and effective procedures for establishing and maintaining the accurate accounting, auditing, and reporting policies and regulations of all financial activities in accordance with Board Policies and State regulations.
  • Directs the activities of payroll, accounts payable, accounts receivable, general accounting, cash management, internal accounts, budget, staff allocations, property control/disposition, and workers' compensation.
  • Prepares the annual and amended budgets for approval by the Board of Education and assists District personnel with budget monitoring.
  • Maintains a complete and systematic set of records for all financial transactions of South Lake Schools.
  • Attends all Regular and Special Board of Education meetings and prepares and presents periodic District financial reports for the Superintendent/Board of Education.
  • Establishes and maintains efficient and effective criteria/procedures for the requisitioning, purchasing, receiving, inspecting, storing, recording, distributing, maintaining, and operating of all equipment and supplies.
  • Maintains efficient and effective cash management criteria and procedures including maintaining, monitoring, and reporting cash flow.
  • Develops and directs payroll reporting procedures, pay period, and pay dates, and maintains fiscal accountability for all payroll disbursements including salary deductions, reductions, and the withholding of taxes.
  • Oversees checking, pool, and investment accounts for all funds, and maintains online banking system.
  • Maintains effective procedures and criteria for the investment of cash/assets in such a manner as to yield the greatest return within the codes and regulations of the State of Michigan.
  • Oversees all account data to verify proper records are retained, internal control procedures are maintained, and appropriate personnel are informed.
  • Establishes efficient and effective procedures/criteria for the appraisal and annual review of insurance needs of all buildings, grounds, facilities, and equipment.
  • Assists in all matters pertaining to construction and/or renovation including maintaining bond records, preparation of reports, and approval of payments.
  • Oversees the Food Service Program including policies, accounting and reporting, purchasing, and inventory.
  • Assists in establishing and maintaining an effective inventory control and property accounting system.
  • Purchases by competitive bidding; informal quotations and negotiation, items of supply and equipment, and services necessary for the operation of the District.
  • Prepares financial reports and documents for submission to the State Department of Education
  • Coordinates the activities of all external financial auditors and acts as a liaison between the District and the State Auditor General’s office.
  • Implements sound accounting practices and provides general oversight for all departmental and school internal accounting and budgeting activities.
  • Prepares a monthly financial report and the annual financial report as required by state statutes.
  • Supervises and evaluates all personnel assigned to the Business Office.
  • Creates and refines ASN account numbers in accordance with the Michigan School Accounting Manual, utilizing the Macomb Intermediate School District Data System.
  • Monitors, prepares, and submits payment requests and expenditure reports for federal and state grant programs.
  • Oversees the overall administration and coordination of the Employee Benefits Program.
  • Participates on the District negotiating team and provides updated budgetary recommendations.
  • Oversees unprofessional conduct and criminal background checks for all staff.
  • Assists in the grievance procedures outlined in each Collective Bargaining Agreement.
  • Implements and applies applicable laws relating to the Family & Medical Leave Act, the Americans with Disabilities Act, and Worker’s Disability Compensation.
  • Responds to all Freedom of Information Act (FOIA) requests.
  • Serves as the District’s Title IX coordinator and develops a working knowledge of the federal Title IX (of the Education Amendments of 1972) law and its implementation regulations.
  • Keeps informed of current research and legal and judicial decisions related to Title IX and gender equity.
  • Stays informed about state laws, regulations, and policies on all equity issues, including bullying and harassment and child abuse laws.
  • Stays abreast of federal and state laws (e.g. ADA, Section 504, IDEA) prohibiting discrimination against all protected classes (including race, religion, and sexual orientation) and assists whenever possible.
  • Provides program development, including in-service training, to eliminate sex discrimination in the District.
  • Attends conferences specifically for Title IX coordinators and/or on gender equity issues, and shares the information with the administration, staff, and faculty.
  • Provides updated resources on Title IX and gender equity to the school community.
  • Acts in a supervisory capacity in the absence of the Superintendent.
  • Employees shall remain free of any alcohol or nonprescribed controlled substance abuse in the workplace throughout their employment in the district.
  • Employees shall properly implement Board Policy 3122, Policy 4122, and Policy 2260 on non-discrimination and shall comply with Federal and State laws and regulations, particularly Part 1 104 of Section 504 Rehabilitation Act of 1973 (34 CFR) and the Americans with Disabilities Act (ADA).
  • All other duties as assigned by the Superintendent.

Terms of Employment: Twelve Month Contract – 235 workdays

Base Salary Range: $121,062 – $130,370

ADA Requirements: Office environment; extensive computer work; filing, telephone work; interactive with public, staff members; multi-tasking assignment.
