This position is for a Project Manager for the South Dakota Board of Nursing. The successful applicant will work independently to evaluate and recommend changes to the Board's operations. Responsible to gain an understanding of the Board's current licensure system to effectively manage and maintain the system. Will be responsible for the implementation of a new comprehensive nurse licensure software database, from start to go-live; including data migration, testing, and training of staff. Responsible to process and extract data from the current licensure system, fix data anomalies, and work with subject matter experts to accomplish the implement and maintain the new system. The successful applicant will possess business and time management skills to ensure that implementation tasks, timelines, and goals are met, and to coordinate and lead meetings with staff and vendor.

The successful applicant will be working with the licensure operations manager and software developers to implement the licensure database system and monitoring and verifying compliance with licensure requirements and to resolve applicant or employer problems. The successful applicant will write technical reports and answer requests for information.

Licenses and Certifications:
This position requires graduation from high school or achievement of a GED certificate and computer/technology degree.

The Ideal Candidate Will Have:
Post high school education and degree in computer technology enabling the candidate to work with various computer applications and to develop data systems for monitoring compliance with requirements for registration and licensure of individuals regulated by the Board of Nursing. This includes working with software developers to build and test the data system.

Knowledge of:

  • principles, practices, methods, and techniques of management and public administration;
  • research theory and procedures;
  • grant writing and grants management;
  • state legislative process;
  • Microsoft computer applications;
  • administrative rule making process
  • English, grammar, and spelling;
  • computer applications: ORACLE database, Microsoft SQL server skills for data migration;
  • basic mathematics.

Skill to:

  • test and analyze new computer applications for licensure;
  • experience working with MS project or planning tool such as base camp;
  • back up and restore SQL database;
  • write the SQL queries to extract data from current source and insert into the target Microsoft SQL server database;
  • create and write technical licensure database reports using SSRS, Report Builder and power pivot;
  • use T-SQL, to create efficient queries, store procedures, function, views, and triggers;
  • problem solve technology issues and troubleshoot;
  • create internal timelines for internal tasks for implementation of new computer software.

Ability to:

  • work independently with minimal supervision;
  • organize and prioritize workload;
  • interpret and comprehend licensure procedures and guidelines;
  • provide configuration details to setup the new licensure software applications;
  • communicate and lead effective meetings;
  • gather, interpret, report, and use information concerning assigned activities;
  • devise solutions to difficult problems;
  • assess process effectiveness and develop changes or alternatives;
  • train and provide guidance to staff and service users on new computer applications using Power Point or virtual technology;
  • organize and manage personnel computers, software, telephone, and virtual meetings;
  • establish and maintain effective working relationships with staff and the public;
  • implement procedures, practices, and technology with attention to details;
  • use computer program software applications, problem solve, and assist staff and customers to resolve technology issues;
  • maintain confidentiality.
