Position Contingent Upon Award

Job Title: Management Analyst II

Job Locations: San Diego, CA

Job Description: SkyBridge Tactical is seeking a qualified Management Analyst II and a Top Secret/SCI security clearance to perform tasking associated with C3F NLLP fleet site located at C3F Headquarters, San Diego, CA or embarked flagship.


Job Duties:

  • Provide subject matter expertise to assist C3F in the execution of their lessons learned duties and responsibilities in accordance with OPNAV Instruction 3500.37D CH-1 “Navy Lessons Learned Program” and fleet lessons learned policy. (Deliverable: Expert written and verbal assistance and feedback to C3F staff personnel.)
  • Review message traffic, staff email, fleet online portals and other operational data archives for lessons learned reports, post exercise reports, after action reports, post deployment briefs, operational situation reports, training readiness reports, safety mishap reports, and equipment casualty reports, to include supporting documentation in any electronic format, in order to extract, condense and summarize lessons learned, observations and recommendations, and best practices from operational and tactical issues and procedures. Format relevant content, validate with fleet staff, and load into JLLIS. (Deliverable: Fleet-approved content in JLLIS.)
  • Attend fleet staff meetings, pre-deployment training briefs, post deployment briefs, and other conferences, seminars, workshops, or meetings in the fleet area of operations (AO), to include collecting supporting information from subject matter experts and documentation in any electronic format, in order to extract, condense, and summarize lessons learned and best practices from operational and tactical issues and procedures. Format inputs, validate with fleet staff, and load into JLLIS. (Deliverable: Fleet-approved content in JLLIS.).
  • Serve as C3F tier Command Lesson Manager (CLM) in JLLIS. Validate submitted command observations and recommendations with appropriate staff members. Review all entries in JLLIS for correctness, continued applicability, navy tasks (NTA) and analysis as required. Manage all online content to include unstructured records in fleet data repository and fleet communities of practice. (Deliverable: Timely, valid fleet-approved content in JLLIS.)
  • Tailor JLLIS lessons learned training manuals, NWDC lessons learned training presentations, and other NWDC lessons learned products to specific C3F requirements. Schedule and present briefs on NWDC products and services to Fleet staff. (Deliverable: Tailored materials and training provided to Fleet and staff personnel.)
  • Develop, schedule, and provide onsite training on JLLIS for all command units and staffs. Prepare and conduct training on the command lessons learned collection process to the exercise audience for major exercises, including regular staff members and staff augmentees. Coordinate with Command Lesson Managers to ensure force is trained in JLLIS, fleet lessons learned practices, and NLLP available support (Deliverable: Periodic JLLIS user level training to Fleet and staff personnel.)
  • Provide Lessons Learned trend analysis reports and other tailored analytical reports as tasked by C3F Commander, Chief of Staff, Maritime Operations Center Director, or Maritime Headquarters Director. (Deliverable: Analysis reports as tasked.)
  • Conduct queries and searches of the data in JLLIS in response to fleet requests for information (RFI). (Deliverable: Timely, tailored RFI response.)
  • Participate in command operational planning teams by providing relevant lessons learned and best practices from previous operations and exercises. (Deliverable: Expert assistance and feedback to C3F staff personnel.)
  • Participate in command exercise planning groups by providing lessons learned exercise summaries from C3F exercises. (Deliverable: Tailored written and verbal reports and summaries to C3F staff personnel.)
  • Participate in fleet pre-deployment training conferences and mission area planning conferences by providing relevant lessons learned and best practices from previous operations and exercises. Collect lessons learned and best practices from C3F and CSG15 pre-deployment training and certification events (Deliverable: Tailored written and verbal reports and summaries to C3F staff personnel.)
  • Provide insights and situational awareness to assist C3F planners in developing focused collection and analysis plans. Coordinate logistics and C2 support for NWDC focused collection and analysis teams. (Deliverable: Expert written and verbal assistance and feedback to C3F staff personnel.)
  • Conduct action officer (AO) level coordination for C3F lessons learned issues. Support fleet issue resolution process by preparing issues slides, facilitating discussion, identifying equities, and primary POCs and coordinating responsibilities. (Deliverable: Written and/or verbal assistance and feedback to C3F staff personnel.)
  • Identify Navy-wide and joint issues for dissemination to other fleet management sites and NLL program director for stakeholder review, issue development, and entry into JLLIS issue resolution system. (Deliverable: Timely, email and/or verbal alerts to NLL program director highlighting relevant C3F content.)
  • Provide feedback on JLLIS and NLL Collaboration-at-Sea (CAS) availability and effectiveness, including recommendations for improving fleet utilization of JLLIS. (Deliverable: Timely, email and/or verbal feedback to JLLIS system administrator.)
  • Provide a weekly update that highlights command lessons learned activity and key issues. (Deliverable: Timely, written email report to NWDC N5A and C3F NLLP point of contact.)


Experience Requirements:

  • 7 Years of Experience with U.S. Navy or Marine Corps
  • 4 Years of Experience working on JLLIS, NLLIS, NLL or System Equivalents
  • 2 Years of Experience analyzing data and trends using quantitative and qualitative methods.
  • Demonstrated Experience writing reports, briefs and other hardcopy products submitted to senior leaders and decision makers.
  • Bachelor’s Degree or Experience Equivalent
