Position Overview

The Preconstruction Manager’s role is to manage the processes and resources that provide quality pre-construction services to both internal and external clients and review the progress of existing projects to ensure their completion within the parameters of the established preconstruction scope of services. This position reports to and receives direction from the Preconstruction Director and VP of Preconstruction.

Has advanced knowledge and ability to coach/guide others in:

• Client Facing Skills: Presents and demonstrates the merits of our estimating work and other consultative advice we are providing to clients and other project stakeholders, building trust and confidence.

• Risk and Opportunity Management - Pre-Con: Identifies potential project related risks and opportunities. Develops and implements mitigation plans and strategies such as contingency and market condition escalations to maximize opportunities and control the impact of negative situations.

• Schedule Management - Pre-con: Establishes and maintains preconstruction phase schedule activities including the tracking of design deliverables, estimating deliverables, procurement activities, etc.

• Design Quality Control: Works collaboratively with design team to review and challenge design. Checks systems for completeness and identifies, documents and reports out on missing, incomplete or erroneous design information. Offers mitigation strategies and solutions.

Has demonstrated proficiency in:

• Value Management : Identifies and presents concepts and associated costs that can improve the budget or value to the customer.

• Business Development: Works with business development and operations to develop strategies and action plans to target and pursue business opportunities.

• Contract Awareness : Reviews the client's prime contract as well as subcontracts and vendor agreements to ensure contract requirements are satisfied.

• Market Knowledge: Utilizes local, national and global market conditions and trends when planning and estimating projects.

• Plans and Specifications - Estimating: Reads and interprets construction plans and the technical specifications that enable the ability to perform estimating duties.

• Preconstruction Insurance and Bond Management: Reviews and considers insurance and bond management options to identify their appropriate application as part of estimating and planning projects.

• Subcontractor Outreach / Networking: Builds, maintains, and tracks relationships with subcontractors and vendors. Identifies appropriate subcontractors for specific projects, with a consideration of the project type, sector and size, as well as the subcontractor strengths and capabilities. Collaborates with regional diversity leadership to develop and implement strategies to maximize diverse and minority owned business participation.

• Technical Writing : Creates technical documents that include the annotation of assumptions and clarification narratives to support estimates and business development RFP responses.

• Benchmarking : Evaluates and presents data from past and current project cost estimates and systems to enhance estimating accuracy and to build client confidence.

• Conceptual Estimating : Applies knowledge of technical building fields such as electrical, mechanical, and architectural, structural, and civil systems to conceptualize projects and provide accurate high level or detailed estimates from limited information.

• Contracting Methodologies: Evaluates different owner contract delivery models such as LS Bid, CM GMP, Design Build, etc. to identify how each delivery model impacts Preconstruction Services and applies appropriate strategies.

• Detailed Design Estimating : Applies knowledge of technical building fields such as electrical, mechanical, and architectural, structural, and civil systems to prepare detailed construction cost estimates including all necessary material, equipment and labor from developed design information.

• Logistical Planning : Develops, approves, and communicates construction logistics plans, verifying they are in place and clearly understood.

• Preconstruction Project Leadership: Creates work plans and manages the progress of existing projects to ensure their completion within the parameters of the established budget. Manages staffing resources and requirements, workflows, and tracks monthly work volume.

• Project Cost Estimate Management: Develops, monitors and manages project cost estimates from the initial cost estimate at the commencement of preconstruction services through completion of the preconstruction process with a GMP or Fixed Price Contract.

• Project Procurement : Partners with operations and other stakeholders to create, validate and implement project procurement plans and strategies for projects.

• Quantification : Identifies and quantifies building systems, materials, and assemblies for elements of a project using design documents. Organizes quantity takeoffs for ease of review.

• Subcontractor Purchasing Process: Prepares scopes of work for trade contractors, develops bid packages, and conducts post-bid analysis interviews and comparisons.

• Sustainable Design: Stays current on trends and requirements of sustainable building concepts (e.g., LEED®?) in order to communicate environmental benefits to potential customers. Recommends and evaluates sustainable (green) design solutions to clients and design teams.

• Tools and Technology - Preconstruction Building: Identifies and uses the appropriate preconstruction and visualization technology, equipment and tools for planning and estimating (e.g., quantity take-off software, estimating software, BIM models).

Problems are typically solved through drawing from prior experience and analysis of issues.Communication and Influence:• Communicates with parties within and outside of own job function, which may include external customers or vendors depending upon the job function.• Explains policies, practices, and procedures of the job area to others within the organization. • Influences and gains cooperation of other parties within and outside own job area on practices, policies, practices, and procedures.Leadership and Talent Management:• Manages a small to mid-sized team consisting of experienced professionals. Leads, directs, and reviews the work of a team who exercise latitude and independence in their assignments.• Typically, has hiring, firing, promotion, and reward input within own area, in accordance with manager review and approval.

Education and Experience

• Bachelor’s Degree –Construction Management, Engineering, or equivalent or equivalent experience and minimum 7 years prior relevant experience.• Requires practical knowledge in leading and managing the execution of processes, projects, and tactics within one project or job area.• Typically has advanced knowledge and skills within a specific technical or professional discipline with understanding of the impact of work on other areas of the organization.
