Job Description: 

SimIS Inc seeks a Strategic Analyst/Net Assessment to assist our NATO ACT customer in developing the Warfighting Development Agenda (WDA), a framework to organize the Alliance and Allies’ warfare development activities around five imperatives (Warfare Development Agenda – WDI). Cognitive Superiority is one of the WDIs, aiming at improving understanding on the operating environment through cohesive and shared strategic assessments of the trajectories of present and future threats, strategic paths of adversaries as well as the overall environment NATO operates in. Net Assessment is a key analytical function to support Cognitive Superiority through empirical, interdisciplinary, and evidence-based comparative analysis. The requirement is for a Base Period of Jan 31 (estimate contract award date) through 31 December 2024 and Two (2) one year options.

Experience Required: 

• University degree in data sciences or equivalent. 

• Demonstrated experience in qualitative and quantitative analysis, including mathematical, statistical and general research. 

• Demonstrated ability to select, develop and employ analytical tools. 

• Three years minimum professional experience as a data analyst working in a government, international organization, or corporation. 

• Demonstrated experience in production of assessments of data and visualization of quantitative assessments. 

Special Skills/Knowledge/Training Required/Desired: 

• Plan, prepare, coordinate and conduct Net Assessment analysis, as directed. 

• Employ analytical and research tools at NATO ACT in support of Strategic Foresight and Net Assessment practices with high confidence and support the further development of analytical processes. 

• Interpret data, analyze results using statistical techniques, and visualize assessments and findings. 

• Develop and implement data analyses, data collection systems and other strategies that optimize statistical efficiency and quality. 

• Acquiring data from primary or secondary data sources and maintaining databases. 

• Support strategic foresight analysis with qualitative and quantitative assessments. 

•  Support comparative analysis through cross-directorate coordination at NATO ACT, as required, 

• Formulate actionable proposals to develop data analysis and exploitation in Strategic Foresight and Net Assessment practices.
