We are seeking 2 Environmental & Disposal Liabilities SMEs to support our contract with the US Army. Work will be performed on a hybrid basis in addition to onsite support in Tysons Corner, VA and Arlington, VA. These roles will provide direct support of Army’s audit readiness efforts associated with Army G9 Environmental and Disposal Liabilities (E&DL) and their ability to accurately report E&DL in their annual financial statements. The position will be part of a team required to develop work products and deliverables supporting/documenting Army asset population and valuation methodology. Previous experience on internal audit and audit readiness engagements supporting Property, Plant, and Equipment (PP&E) asset lifecycle reporting. A strong technical writing background in the development of procedural instructions, standard operating procedures (SOP), lifecycle process flow charts/maps, white papers, memorandum for record (MFR), and the development internal controls is preferred. 

Required Skills

• Active Secret security clearance (Interim OK)
• Master’s Degree in Accounting, Finance, Information Technology, or Business Management or CPA or CISA or PMP or CGFM or CDFM
• 6 years of experience with federal financial management, and 3 years of federal accounting experience 
• The position requires familiarity with DoD policies, supply/logistics systems, procedures as well as financial statement audits and audit readiness services. 
• Advanced technical writing experience within audit readiness/remediation in the development of procedural instructions, methodology papers, and standard operating procedures (SOP) 
• Familiarity with DoD audit readiness/remediation processes, GAO Green Book, and FASAB standards 
• Advanced technical research skills, valuation experience, and data organization skills 
• Advanced communications skills 
• Background in Excel, VBA, potentially Python/R/Stata 
• Advanced financial modeling skills, knowledge of statistics, common valuation methodologies/practices, regression analysis 
• Advanced market research skills, and familiarity with FASB ASC 

• General understanding of FIAR and GAAP compliance guidance is preferred. 
• Familiarity with DoD component supply/logistics systems and data sets associated with systems such as the Army Enterprise Systems Integration Program (AESIP) and Global Combat Support System-Army (GCSS-A) are preferred, but not mandatory.
