JOB ANNOUNCEMENT

TITLE: Reentry Program Manager

DEPARTMENT: Tribal Court

SALARY: $25.04 G13/ S1-3 After probationary period

OPENS: April 29, 2024

CLOSES: May 10, 2024

CAREER STATUS: NON-EXEMPT – Conditional upon successful 90-day
probationary evaluation and annual budget appropriations.

GENERAL PURPOSE:

The Reentry Program Manager (“Manager”) shall oversee and manage the Shoshone-Bannock Tribal Court

Reentry Program (“Program”), (a program for qualified adult offenders with a substance use disorder who

have been recently incarcerated to be integrated back into the Shoshone-Bannock Tribal community) by

providing Program services, including recovery support services, to qualified adult offenders who are seeking

help. The Manager will work closely with the Tribal Probation Officers, Tribal Prosecutors, Tribal Public

Defenders, and other Tribal service providers as well as collaborate with local, county, state, and federal

agencies.

SUPERVISON:

The Manager will be supervised and evaluated by the Tribal Court Administrator. The Manager will supervise

and evaluate all Program staff.

DUTIES AND RESPONSIBILITIES:

Project Management

  • Maintain accurate records and files for adult participants in the Program as well as maintaining

agency referrals, evaluations, assessments, monthly reports, review weekly status of participants,

and monitor participant compliance/non-compliance.

  • Provide and/or assist with case management responsibilities for Program clients; including referrals

to, and assistance with applying for, appropriate, case-specific resources (i.e. substance use disorder

service referrals, housing referrals, etc.).

  • Assist the Tribal Court Grant Coordinator and Court Administrator with submitting written reports for

funding agencies.

  • Ability to show initiative in the workplace by utilizing problem-solving skills.
  • Skill in working within deadlines to complete projects and assignments.
  • Develop and/or utilize methods for tracking statistics for use in evaluation of Program effectiveness;

collect and analyze data reportable information, provide charting and statistical information and

graphs and completes all documentation required by Tribal, Federal, and grant reporting.

  • Draft, update, and/or implement Program policies and procedures.
  • Plan meetings, organize logistics, track dates, goals, and tasks using computer-based information

management system.

  • Oversee compliance with grant requirements.
  • Develop and coordinate implementation of Program activities.

Education and Training

  • Functional knowledge of developing training programs with understanding of adult learning models.
  • Plan, organize, and/or conduct classes, trainings, or workshops for Program clients.
  • Review and recommend workbooks and other educational materials.
  • Train Program staff in new content or programs.

Technical Communications

  • Skill in using current technologies to prepare correspondence, production of technical reports,

maintenance of statistical database, and reporting information for effective management of Program.

  • Skills in oral and written communication.
  • Skills in preparing clear, concise written reports and data gathering.

Interpersonal Skills

  • Committed to providing quality services.

General Duties/Responsibilities

QUALIFICATIONS:
As set forth herein (After Probation, depending on Qualifications/Experience)
Minimum Educational/Experience Qualifications:

  • Must have a High School Diploma, General Educational Development (GED) diploma, or

equivalent from an accredited High School/educational institution.

  • Must have at least one-year experience working with incarcerated individuals, formerly

incarcerated individuals, or individuals with or recovering from a substance use disorder/alcohol

use disorder.

  • Must clearly outline any claimed experience in meeting the experience qualification, set forth

above, in a cover letter. Merely outlining previous jobs/employment in the job application is

insufficient to meet this qualification.

Additional Required/Minimum Qualifications:

  • Must have a valid driver’s license and must be insurable on the Shoshone-Bannock Tribes’

insurance policy.

  • Must be able to pass a background check, including:

. Must never have been convicted of a felony (a withheld judgement shall constitute a

conviction); and

. Must not have any misdemeanor convictions (a withheld judgement shall constitute a

conviction) within the past year (12 months) in any jurisdiction; and

. Must not have any pending criminal charges or be on probation in any jurisdiction.

  • Must be familiar of the geographic area and the communities to be served within the boundaries of

the Fort Hall Reservation.

  • Must be a self-starter, complete tasks in a timely manner, and must possess an ability to work

independently with little supervision.

  • Must have experience or training in oral and written communication and have the ability to properly

structure sentences and produce professional correspondence and documents.

  • Employment history must prove credibility and dependability.
  • Must be willing to travel to attend trainings, seminars, and conferences that will increase knowledge

and ability to complete duties and responsibilities.

  • Must possess good writing, oral communication, and file management skills.

  • Must project a professional attitude and appearance, and conducts self with a professional

mannerism that will bring credit to the Shoshone-Bannock Tribes.

DEPARTMENT INCLUDING RECORDS, REPORTS, DOCUMENTS, CONVERSATIONS, ETC. A breach

of confidentiality will be subject to appropriate disciplinary action, up to and including dismissal from

employment.

Qualified Shoshone-Bannock Tribal Member/Indian and Veterans Preference will apply in compliance with

the Tribes’ Personnel Manual.
