JOB DESCRIPTION

TITLE: ENVIRONMENTAL SCIENTIST

DEPARTMENT: ENVIRONMENTAL WASTE MANAGEMENT PROGRAM -
LAND USE

SALARY: $30.78 – $36.61 G15-16/S1-3 DOE

OPENS: July 31, 2023

CLOSES: August 11, 2023

CAREER STATUS: EXEMPT – Conditional upon successful 90-day probationary
evaluation and annual budget appropriations.

GENERAL PURPOSE

The Environmental Scientist provides support and regulatory oversight for the Environmental Waste
Management Program, as well as providing support and regulatory oversight for the Mining Program under
the direction of the Environmental Waste Management Program Manager.

SUPERVISION

The Environmental Scientist is under the direct supervision and evaluated by the Environmental Waste
Management Program Manager.

DUTIES AND RESPONSIBILITIES

Interprets and applies technical standards, regulations and policies.

Reviews and evaluates technical documents and reports including hazardous waste permit applications,
closure plans, sampling and analysis plans, and standard operating procedures. Data summary reports,
groundwater monitoring data. Analyze data, identify trends, prepare written comments that document tribal
issues.

Participate in meetings and conference calls with internal departments and staff, outside Federal, State
agencies including but not limited to the USEPA, USFS, USBLM, Idaho Department of Environmental Quality.
May performs multi-media environmental inspections, documents data, provide regulatory oversight of
monitoring activities, remedial design and construction activities.

ENVIRONMENTAL SCIENTIST

Monitor compliance with Permit Conditions, Administrative Orders on Consent and other requirements to
ensure compliance with regulations including RCRA, CERCLA, Tribal Waste Management Act and other
applicable Tribal ordinances.

Review NEPA Environmental Impact Statements, Environmental Assessments, reports, analyze impacts to
tribal resources, tribal lands and aboriginal territories, provide written comments and summarize issues for
management.

Conduct oversight at hazardous waste sites which may include collecting environmental samples, using a
field XRF instrument, evaluating data and reporting.

Review, Interpret and Report environmental data.

Must be flexible (adapting quickly to change(s)).

Maintain databases and a record system.

MUST MAINTAIN STRICT CONFIDENTIALITY OF ALL INFORMATION PROCESSED THROUGH THE
DEPARTMENT INCLUDING RECORDS, REPORTS, DOCUMENTS, CONVERSATIONS, ETC. A breach of
confidentiality will be subject to appropriate disciplinary action, up to and including termination from
employment.

Performance Standard shall include but not be limited to:

  • Ability to maintain dependable attendance and reliability
  • Ability to sit in front of a computer, generate data, reports, analyze data, report findings.
  • Ability to establish and maintain effective working relationship with staff
  • Ability to work independently with little supervision
  • Demonstrated knowledge of environmental regulations including CERCLA, RCRA, NEPA. Full
understanding of Quality Assurance (QAPP) Sampling and Analysis Plans.

Duties and responsibilities will include other activities as needed to carry out position functions.

QUALIFICATIONS

Minimum qualifications (Grade 15):

  • Bachelor of Science Degree from an accredited university in Environmental Science, Engineering,

or other related Environmental Science Field; and

  • Ten (10) or more years of experience working in an environmental field related to human and

environmental safety such as EPA laws and creating/implementing effective compliance programs.

Preferred qualifications (Grade 16):

  • Master’s degree in Science, or related degree from an accredited university in Environment Science,

Engineering or other related Environmental Science field with a passion for protecting the

environment.

OR

  • Bachelor’s Degree from an accredited institution of higher education in Science, or a related degree;

and

  • Fifteen (15) years’ experience working with data collection/analyses, reporting and environmental

compliance activities in Environmental Education.

ENVIRONMENTAL SCIENTIST

Must have a valid Idaho driver’s license and insurable with the Shoshone Bannock Tribes Insurance Company.

Qualified Shoshone-Bannock Tribal Member/Indian and Veterans Preference will apply in compliance with
the Shoshone-Bannock Tribes Personnel Policies and Procedures Manual Section 1260.

IMPORTANT APPLICATION CRITERIA

Applicants not living in the local area may submit a cover letter, resume, and supporting documents in lieu of
an application as an initial statement of interest for a particular job announcement. However, the applicant
must follow-up with an official tribal application.

A complete Tribal Employment application must be submitted to the Shoshone-Bannock Tribes, Personnel
Department, and PO Box 306, Fort Hall, ID 83203, to be considered for any position within the organization.
Applications are accepted until 5:00 P.M. on the closing date.

Telephone calls are not accepted in place of an employment application or letter of interest.

When the position qualifications require a driver’s license, education, or professional credentials, the
applicant must submit copies of certificates, license, degrees and other supporting documentation.
Applicants who do not provide supporting documents will be disqualified.

Applicants who have a current application on file are required to submit a letter of interest for each position
in which they want to be considered for. The letter should address how they meet each qualification.
Supporting documents must also be submitted.

Veterans who have met the minimum qualifications and who provide documentation of an honorable
discharge from any branch of military service are entitled to receive preference points during the interview
process.

To verify Indian Preference Shoshone-Bannock Tribal member applicants must provide a copy of their Tribal
enrollment card. Non-enrolled members and other Indian tribal members must provide a Certificate of Indian
Blood from their tribal enrollment office or from the Bureau of Indian Affairs.

Pre-employment applicants being considered for employment or a political appointment must submit to an
alcohol and drug screening prior to being hired or appointed. Refusal to take the test will render the applicant
ineligible for employment or political appointment with the Shoshone-Bannock Tribes. Applicants who test
positive for alcohol or banned drugs will not be hired and will be ineligible for any type of employment with
the Tribal Government for 90 days thereafter per the Shoshone-Bannock Tribes Substance Abuse Policy,
Resolution PRSL-98-0405.
