POSITION SUMMARY

Under the direct supervision of the Finance Director, the Grants Financial Manager is responsible for post award grant accounting ensuring compliance with funding source administrative guidelines, timely receipt of revenue, accurate submission of financial reports, A-133 Audit compliance, and orderly closure of projects. The Grants Financial Manager performs other related duties as assigned. This position is at-will.

ESSENTIAL FUNCTIONS

This list of representative examples of work is representative of the tasks performed by this position and is not all inclusive. The Finance Director reserves the right to assign or reassign duties and responsibilities to this job at any time. Essential job functions include, but are not limited to:

  1. Prepare and input all accounting entries related to grant programs and restricted funds.
  2. Prepare all applicable financial reports for grant programs and ensure the timely submission thereof.
  3. Prepare and conduct drawdowns of funds as required and necessary for all grant programs.
  4. Compute, prepare and submit the annual indirect cost rate. Negotiate the rate with the applicable agency as necessary.
  5. Attend professional development training and stay abreast of the Office of Management and Budget Circulars and their applicability to grants management as related to the A-133 Audit.
  6. Write, update, train and maintain the Grant Accounting Handbook, which will serve as the policies and procedures manual for all program managers.
  7. Maintain various databases, records, and files.
  8. May be required to perform additional general accounting duties as directed.
  9. Other related duties as assigned.

MINIMUM QUALIFICATIONS

  1. Must be culturally sensitive and able to work well with a diverse group of individuals, particularly American Indians individuals.
  2. Must abide by the Tribe’s code-of-conduct policies.
  3. Must be able to work independently without constant supervision.
  4. Must be proficient in the use of Microsoft Office.
  5. Must have knowledge of office principles, practices, and procedures as well as knowledge of the principles and methods of public and business administration.
  6. Current CA driver’s license is required. Must have reliable transportation.

DRUG SCREEN

Shingle Springs Band of Miwok Indians requires the successful completion of a drug screening of all potential Tribal employees prior to being hired. The Tribe recognizes that the State of California has legalized the use of marijuana. The Tribe is located on federally owned trust land and complies with federal laws. Therefore, marijuana use is prohibited, and all drug tests will include a screening for THC.

Shingle Springs Band of Miwok Indians recognizes a zero-tolerance drug and alcohol policy, and employees will be required to sign a Consent to Drug and/or Alcohol Testing. Employees may be selected for alcohol / drug testing upon reasonable suspicion, and upon any/all accidents.

BACKGROUND CHECK

Candidates for this position will be subject to criminal and character background checks and fingerprinting prior to being hired. Verification of previous employment and education will also be conducted after the interview if an offer of employment is being considered.

NATIVE PREFERENCE

Preference in hiring is given to either the most qualified applicant or a Native American candidate who meets the minimum qualifications. When two (2) or more Native American candidates have comparable qualifications, the following order of preference shall apply: (1) Members of Shingle Springs Band of Miwok Indians; (2) Spouses or domestic partners (certified through Tribal Court) of members of Shingle Springs Band of Miwok Indians; (3) Parents of children of the Shingle Springs Band of Miwok Indians; (4) All other documented Native Americans; (5) All other applicants in accordance with Title 25, U.S. Code, Section 472 and 473. Applicants claiming Native preference must submit verification of Indian eligibility.
