The manager role provides leadership in public policy development, planning, grant management, public relations, and project implementation. This position will oversee the Child & Family Services Division of Health & Human Services and share responsibility with other managers to act in the absence of the Director.
 
Hiring range: $106,912 to $128,294.4 ($51.40 to $61.68 per hour). Starting rate will depend on experience, education, and qualifications.

This position is located at the Government Center in Elk River, MN. Our regular business hours are Monday-Friday 8:00am-4:30pm, though the department provides staff with flexibility in effort to strive for a desired work/life balance. These duties are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. Regular attendance according to the department's approved work schedule is required for all Sherburne County positions.

  • Oversee the work of supervisors under assigned program areas. Including recruiting, hiring, training, consulting, supervising, and completing performance reviews in a timely manner.
  • Program management, monitoring and evaluation.
  • Keep Director informed of budget status and revenue trends.
  • Community Interaction as needed: attend community, county, and state committees as appropriate. 
  • Participate in committees and task forces within Sherburne County as needed. 
  • Develop and implement policies and procedures to guide work of staff.
  • Provide oversight of the contracting process with vendors and the State.
  • Assist the Director in the maintenance of a positive relationship between the County Board and Agency through continuous education, information, and accurate advice.
  • Gather information and assist in the development of Board Presentations. 
  • Present at County Board Meetings as needed.
  • Keep the public informed of Health & Human Services Programs available and the positive impact they have upon vulnerable populations.
  • Prepare periodic Agency media releases of public information on programs and services.
  • Present at community speaking events as requested. 
  • Participate with the State and required organizations to give advice and consultation on proposed State law, rule, and policy development within assigned program areas.
  • HHS representative to various statewide associations.
  • Serve on State Agency committees as required.
  • Consult regularly with Director to provide information regarding programs and personnel.
  • Provide leadership within the Management Team.
  • Assist in the development of the annual budget.
  • Lead workgroups designed to streamline agency work and improve agency outcomes.
  • Provide community interaction as needed: attend community, county, state committees, and task forces, as appropriate.
  • Maintain professional, positive, relationships with all staff, Board members, vendors, and the public.
  • Keep the public informed of Health & Human Services Programs available and the positive impact they have. To include media releases, speaking events, and/or updates to the website.
  • Other duties as assigned per the Director.

Education:
Bachelor's degree in human services, sociology, public administration, business management or related field. Masters preferred.
Experience:
A minimum of 4 years of supervisory experience. Preferred supervisory experience within a county or state human services agency. Or an equivalent combination of education and experience.
Licensure:
Must have a valid MN driver’s license.

Hiring Salary Range: $51.40 - $61.68 per hour

Status: Exempt, Full-time
 
Hours of Work: This position has a usual work schedule of 8:00 a.m. to 4:30 p.m., Monday through Friday; may include occasional evening and weekend hours.
Interviews: Selected candidates will be notified via email the week of April 8th to self-schedule an onsite first interview to be held on April 24th or April 26th. Second interviews will be held in mid-May.
Physical Requirements and Work Environment
 HHS Managers have 90% inside work, 10% field work with required attendance at evening/off hour’s meetings, some travel and outside work.
Work is performed both in the office and in the field (some examples of settings include client’s: homes, apartments, hospitals, group homes, schools, shelters, correctional facilities, and treatment facilities). Headaches, eyestrain, and other related occupational hazards reflect the most common potential for injury in the office. Field visits to clients’ homes may expose employee to unsanitary conditions, communicable illnesses, infrequent exposure to health hazards, unpredictable and/or unsafe environments.
Likelihood of verbal abuse and threats from hostile, frustrated clients and may include unpredictable situations.
