This position is funded by a grant for a duration of time as defined by the grantor.
This position is responsible for developing and executing marketing and outreach strategies to increase awareness of the programs within the Air Quality Improvement Branch; and to identify, research, plan, implement, monitor, and evaluate programs for quality assurance and grant funds for projects that help improve air quality and create sustainability within the Shelby County metropolitan planning area.
Pay Grade: 53
1. Three (3) years of experience in public health outreach, promotion, or education; and
2. Bachelor’s degree from an accredited college or university in environmental sciences, public health, or a closely related field; OR
3. An equivalent combination of related education and/or experience.
4. Experience in project management, community outreach, planning and budget preparation.
5. PROOF OF EDUCATION, TRAINING AND/OR EXPERIENCE IS REQUIRED
1. Conducts outreach activities, which promote clean air programs in Air Pollution.
2. Creates promotional materials and marketing strategies for the programs in Air Pollution.
3. Develops programs subject to administrative approval and initiates plans for air quality programs based on environmental laws and regulations, to promote air quality initiatives.
4. Implements projects that will increase environmental literacy and encourage behavior that will benefit the environment in Shelby County and Memphis & Shelby County schools.
5. Collaborates with community partners on air quality and sustainability issues.
6. Researches and analyzes branch level operational procedures and Ozone Reduction methods.
7. Evaluates and prepares detailed and comprehensive environmental public health reports and makes recommendations regarding air quality projects.
8. Mobilizes organizations to promote air quality programs and actions.
9. Educates the general public by keeping people informed on air quality issues by representing the Pollution Control Manager when required at local, state, and federal meetings.
10. Prepares and develops administrative methods for the purpose of achieving effective utilization of time and efficient operation of the air quality improvement programs and grants.
11. Promotes and empowers civic and other public groups and organizations pertaining to air quality and the public’s role in improving air quality.
12. Budget grant funds, ensure grant program accountability, and revenue and resource allocation.
13. Assures continued compliance with all grant and contract requirements.
14. Performs other job-related duties as assigned.
1. Knowledge of the principles of chemistry, biology, and other natural sciences as applied to air quality.
2. Knowledge of state and applicable local environmental laws and regulations that pertain to air quality.
3. Knowledge of departmental policy, rules and regulations as applied to air quality.
4. Knowledge of the organization of and relationships among state, county and municipal governments in matters relating to air quality activities.
5. Knowledge of community needs as it relates to air quality.
6. Knowledge and experience in grant writing and reporting.
7. Skill in communicating effectively both orally and in writing.
8. Ability to interpret laws, policies, procedures, rules, and regulations pertaining to air quality.
9. General knowledge of the various local, state, and federal programs and grants that provide funds for Air Quality Improvement Branch projects, such as Congestion Mitigation Air Quality (CMAQ) programs, and other EPA and Federal Highway sources.
10. Proficient knowledge in MS Office (Excel, Word, and PowerPoint) and other County software applications.
1. Work will require attendance at meetings and activities on weekends and/or after regular work hours.
2. Work will require travel to locations outside of the office and occasionally out of town.
