Description

Skilled technical work in the operation of water treatment facilities involving some office duties and extensive exposure to work in field conditions.

**Salary will be determined depending on qualifications of candidates who exceed the minimum requirements as outlined within the job description.

**Additional compensation based on licensure.

Essential Functions

Note: These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position.

Responsible for operating a complex water treatment plant(s) that involves Ozone, Ion Exchange and/or Granular Activated Carbon treatment. Ensure compliance with all applicable Florida Administrative Codes, laws, rules, standards and permit requirements. Operates plant(s) as designed to produce safe potable water for consumption.

Performs daily operational procedures, laboratory and field analyses, and routine calibrations and maintenance in order to maintain optimal treatment process.

Observes, interprets, and documents online data for process control and permit compliance.

Participates in making minor repairs to mechanical equipment and reports major breakdowns and mechanical defects to their immediate supervisor.

Receives and distributes, within the treatment process, all process chemicals. Adheres to proper safety standards and procedures. Maintains safety equipment and related records.

Operates, maintains, and repairs all sodium hypochlorite facilities, including hypochlorite feed systems, dosing pumps, and all associated piping and fittings and keeps supervisor informed of the water plant(s) operations.

Assist with maintaining all required Daily Plant Logs, Equipment Data Logs, Process Control records, and Monthly Operating Reports. Collects and submits data as required to assist with Department operations, such as budget preparation and purchasing planning.

Trains other staff members as required. Coordinates with other Departments, vendors, and contractors to accomplish assigned tasks. Provides oversight and status reports on assigned tasks and projects.

Maintains State-mandated professional qualifications by seeking out and completing approved C.E.U. courses.

Performs after-hours and on-call duties. Responds to emergencies and other call-outs as directed. Responds to customer complaints and concerns. Maintains all Water Quality Complaint documentation.

Collects State mandated system chemical and bacteriological samples as well as other mandated samples.

Prepares routine paperwork and records using Microsoft Office programs. Understands computer operations and data entry procedures as they pertain to operational needs.

Works with SCADA system to make operational changes to the plant operating parameters. Interprets data reported back by the SCADA system.

Backwashes Ion Exchange and Carbon Activated vessels.

Maintains remote facilities operations and security oversight via SCADA, video camera systems, and intrusion alarm systems. Coordinates operational failures with the Maintenance Department, or other agencies as may be required. Coordinates security response with Sheriff's Office, Fire Department, or other agencies as may be required.

Assist the maintenance staff with maintaining mechanical and/or electrical equipment.

Responds to both internal and external customers to resolve any issues that may arise.

Performs general cleaning duties to keep the plant(s) and work area clean.

Maintains hand-held and on-line analytical metering equipment.

Additional Duties:

Performs other duties as may be assigned.

In the event of an emergency, all employees are considered essential personnel and may be required to perform alternate duties.

Minimum Qualifications

High school diploma or equivalent.
Must possess a valid FL Department of Environmental Protection Water Treatment Plant Operator's License, Class "C", "B", or "A".

Additional Requirements

Must be able to communicate clearly orally and in writing.

Must possess a working knowledge of Microsoft Office software and SCADA software; GIS software experience is a plus.

Considerable knowledge of standard water treatment practices and the rules and regulations of the Florida Department of Environmental Protection, U.S. Environmental Protection Agency, St. John's River Water Management District, and the Department of Health.

Considerable knowledge of the principles of pump operations and maintenance, well field operations, chlorination equipment operation and maintenance, and operation and calibration of laboratory and field analytical equipment.

Must be available to work any hours or days as may be assigned.

Must meet all qualifications required to use a respirator and self-contained breathing apparatus.

Must possess and maintain a valid Florida Driver's License.

Ability to use computers for data entry, word processing, and/or accounting purposes.

Knowledge of chemistry as it applies to water treatment.

Must become proficient in SCADA Operations.

Ability to use highly technical computer applications.

Ability to use or repair small, medium, and heavy equipment or machinery.
