SEHLKE POSITION TITLE: Sr. Consultant / SME I[SWA1] 

LOCATION: Washington DC, on-client site.

JOB DESCRIPTION

Provide advisory support to further develop and implement the Office of Finance Systems Policy Oversite, Division of Systems Policy and Compliance. Program objectives are to increase security and control maturity while decreasing risk across the financial systems environment. In this role, resources will support HHS’ effort to:

  • Strengthen oversight of IT control risk in financial reporting
  • Increase effectiveness of operations driven by promoting integration of risk management and supporting efforts to advise and monitor remediation of weaknesses
  • Support continuous improvement of the control environment through proactive monitoring of emerging trends and requirements and department wide collaboration to leverage best practices

The Financial Analyst (FA) will be responsible for developing and servicing initiatives to support program objectives through all phases of the initiative - plan, organize, execute, control, and perform work efforts. The FA position leads effort to collaborate with stakeholders across the department at various levels and must be able to effectively communicate and to promote program initiatives and execute oversight and monitoring activities. The FA will must have expertise in internal controls, IT control design and implementation, corrective action plan development and monitoring, IT audit / controls testing, strategy development and program management. The FA will also provide support to the financial management community to understand and support segregation of duties risk management. 

Duties and expectations include, but are not limited to the following:

  • Conduct analysis of cross cutting IT control issues and develop recommendations to mature the control environment
  • Maintain repository of data supporting remediation progress reporting and audit response/liaison activities
  • Support monthly reporting to stakeholders on remediation progress reporting and risk mitigation activities
  • Lead collaborative meetings with HHS operating divisions to leverage best practices and knowledge sharing 
  • Develop executive briefings to oversight boards and executive stakeholders
  • Provide audit liaison support and oversight of department FISCAM audit
  • Support development and execution of remediation segregation of duties deficiencies

CLEARANCE REQUIREMENTS: Public Trust

EDUCATION REQUIREMENTS

Mandatory: Bachelor’s degree w/Desired Disciplines: Business Management with a focus in Accounting or Information Systems 

Waiverable/Substitutable: Combination of 5 years IT audit and financial management demonstrated experience and success providing advisory services to federal government clients.

CERTIFICATION REQUIREMENTS

Mandatory: Preferred CISA; IT Audit exposure mandatory

Waiverable/Substitutable: Combination of 5 years IT audit and financial management demonstrated experience and success providing advisory services to federal government clients.

EXPERIENCE REQUIREMENTS: The ideal candidate will possess a minimum of six years progressive experience in IT audit, financial management, and advisory services. 

  • Audit execution in accordance with FISCAM and or GAO Yellow Book
  • COSO internal control framework
  • Internal control development and analysis
  • Familiarity with principles of enterprise risk management 
  • Federal government advisory in the areas of business process development, internal control, IT audit and financial management

ADDITIONAL REQUIREMENTS

  • Travel required 1 weeks per year
  • Ability to effectively communicate orally and written
  • Ability to multi-task and employ problem-solving skills
