The position:
We are seeking to fill a Contract Administrator/Buyer II Position. The Contract Administrator/Buyer II will,under supervision, complete purchases of goods and services, and assist in the development and administration of contracts, ensuring compliance with SHA, federal, state, and local rules, and regulations. The pay for this position is $36.50 - $46.93 per hour D.O.E, Knowledge, Abilities.
The ideal candidate has:

  • Three years’ experience in business or purchasing and contract administration or closely related field.
  • Bachelor’s degree in business administration or related field; however, four additional years of directly relevant experience may be considered in lieu of the required degree.
  • Certification by National Institute of Governmental Purchasing, National Association of Purchasing Management or National Association of Purchasing Card Professionals preferred, but not required.
What will you be doing?
  • Perform a wide range of administrative duties related procurement of medium to moderately complexity with an anticipated value of less than $100,000. Procurement actions of high complexity or higher value may be involved when assisted by the Program Manager and/or a Senior Contract Administrator/Buyer III.
  • Support Program Manager with review, audit, and management of SHA credit, Fuel and Gift Card Programs
  • Determine the appropriate course of action/procurement methodology for but not limited to the development of appropriate bid packages and forms; the review of proposed Invitations for Bid, Requests for Proposal, Requests for Qualifications and other contract specifications or addenda for accuracy and completeness and to assure compliance with federal, state, and local laws, guidelines and requirements governing procurement.
  • Review requisitions and specifications for completeness and accuracy; obtain telephone or faxed quotations; tabulate and review quotes; issue purchase orders or blanket contracts as appropriate.
  • Research, create and maintain vendor contractor list for each solicitation.
  • Assist SHA staff in finding and including Minority-owned and Women-owned Business Enterprise (MWBEs) in solicitations and encourage vendors and SHA staff to work with residents, low-income persons, and MWBEs. Include one MBE and one WBE in all solicitations to the extent possible. E
  • Obtain from appropriate agencies labor standards documents and prevailing wage determinations to include in solicitations.
  • Produce and distribute IFBs, RFPs, and RFQs to printers, architectural and engineering firms, plan centers, potential proposers, and vendors.
  • Coordinate and assist with public bid openings for formal solicitations; tabulate and review bids, proposals, or qualifications to assure responsiveness to solicitation; conduct initial evaluation of submittals and proposals based on solicitation criteria; arrange for evaluation committee meeting(s).
  • Schedule and assist in conducting pre-construction conferences.
  • Issue purchase orders upon receipt of approved requisitions and completion of solicitations; develop initial draft of contract and subsequent change order(s) and terms and conditions for Senior Contract Administrator/Buyer III's, Program Manager, or Purchasing Managers review; encumber amounts in the automated purchasing system for fully approved contracts and their change orders.
  • Obtain vendor bonding and insurance documentation; obtain approval of bonding and insurance documentation; report concerns between vendor, SHA, and insurer to Risk Management and Senior Contract Administrator/Buyer III in the event that coverages, expiration dates and/or ratings are unacceptable.
  • Create and maintain self-explanatory and auditable contract files based on the structured standard format.
  • Obtain and review hard copies or electronically generated contractor and subcontractor reports, monthly reports, or as otherwise specified, assure that the contractor and its subcontractors meet SHA's social equity requirements, including but not limited to women and minority business participation, HUD Section 3 business participation, minority and women workforce requirements, HUD Section 3 employment requirements, and apprenticeship requirements. Report any discrepancies to the Senior Contract Administrator/Buyer III, Program Manager or Purchasing Manager, and under general direction write to contractor or subcontractor regarding any discrepancies.
  • Create payments schedule and check requests for progress payments to contractors; review and reconcile invoices; calculate retainage withheld; coordinate appropriate accounting and ledger tracking for each contract file; coordinate payment draws and reconcile encumbrance, retainage, and net balance information for accountants as needed.
  • Create and coordinate release of retainage with SHA staff, state agencies, contractors, and subcontractors once contract is complete; report any concerns to Senior Contract Administrator/Buyer III; prepare contract files for closure and archiving.
  • Assist in the disposition of sale of surplus or obsolete commodities and scrap material; evaluate material for resale or scrap value, determine best method of dispositions; determine potential buyers and prepare invitations to bid; schedule bid opening and arrange terms of sale; award sale to highest responsible bidder.
  • Participate in and assist with the Purchasing Division's goals, continuous improvement of services to clients, and provide excellent customer service. respectfully and courteously with other employees, residents, and the general public. Follow direction, and work well under pressure.
  • Attend all required training and safety meetings; use, maintain and replace assigned personal protective equipment; report all injuries and illness to supervisor immediately; complete and submit incident/accident reports as required; report hazardous conditions or unsafe work practices to supervisor; and follow all safety and health guidelines, practices, policies, and procedures.
  • Perform related duties as assigned.
