Scott County Human Resources has an opening for a Generalist who specializes in benefits. In this role, you will play a vital role in enhancing our employees? overall experience by coordinating and administering our benefits programs including health, dental, vision, life, LTD, and retirement plans. In addition, you may assist the department with day-to-day human resources tasks to include recruitment, leave administration, employee relations, and policy administration. Qualified applicants should possess a bachelor?s degree in Human Resources, Public Administration, Organizational Development or related field and 3 years of human resources related experience. Experience with benefits administration preferred.

Startling salary range: $60,964.80 - $62,056

Job Responsibilities

ESSENTIAL FUNCTIONS-Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Employees are required to be in attendance and prepared to begin work at their assigned work location on the specified days and hours. Essential duties and responsibilities may include, but are not limited to, the following:

  • Plans, coordinates, and implements recruitment and selection processes in consultation with hiring managers; screens employment applications to evaluate applicant qualifications and prepares and administers testing components as appropriate; conducts related statistical analysis and evaluates results.
  • Monitors and utilizes applicant tracking programs to track on-line applications and conduct recruitment; maintains and updates data as necessary.
  • Manages wage and salary administration for employee increases, wage steps, cost of living adjustments, and bonuses; ensures accurate and timely submittal of information for Board approval and to payroll.
  • Conducts organizational and classification studies of County departments pursuant to existing compensation system as requested and provides recommendations.
  • Develops or revises job descriptions to include functions, reporting relationships, job requirements, essential skills, and physical and mental requirements of positions.
  • Participates in negotiation and administration of collective bargaining; conducts market surveys and compiles and analyzes data; costs out proposals; prepares exhibits for arbitration and final documents and side agreements; provides guidance in consistent administration of contracts, and documenting negotiation processes.
  • Administers employee benefits including communicating benefits plans with new and current employees and vendors, researching and promoting programs, processing enrollment/changes, build and administer open enrollment process, problem solving with insurance companies and vendors, processing status change or open enrollment elections.
  • Reconciles complex monthly insurance billings through payroll and insurance providers to ensure accuracy prior to payment approval. Resolves discrepancies with vendors.
    Administers COBRA provisions and determines eligibility; creates and provides election notices; creates monthly billing in ERP system; collects and deposits COBRA and retiree life insurance payments.
  • Leads employee committees such as recognition, wellness and health benefit in their activities.
  • Provides guidance, consultation, and training to managers, supervisors, and employees regarding applicable State and Federal laws and administrative policies and procedures.
  • Consults with departments regarding employment actions and disciplinary recommendations; drafts and reviews related documents as needed.
  • Addresses employee concerns; meets with appropriate individuals to clarify County policies and procedures and provide information as necessary; assists with and conducts investigations, meets with witnesses, documents conversation, and makes recommendations regarding outcomes. Provide orientation to new employees on benefit plan provisions so that individuals can make informed decisions.
  • Administers and monitors employee FMLA absences; prepares paperwork and provides information regarding rights and responsibilities; works with managers and supervisors regarding employee status and return to work information.
  • Coordinates and monitors human resource management software and assures compliance with County policies and applicable contract language; maintains accurate data.
  • Develops and coordinates County-wide training and development activities; conducts needs analysis to determine training needs; develops curriculum and facilitates skill based training and educational sessions.
  • Monitors employee appraisals to assure compliance with best practices and laws.
  • Assists with researching, testing, building, and implementing projects such as ERP, ECM, and classification and compensation studies.
  • Compiles statistics prepares Affirmative Action Plan and analyzes data; prepares EEOC reports.
  • Prepares and maintains seniority lists as per the collective bargaining agreements; responds to union requests for information regarding membership.
  • Represents the County and coordinates unemployment compensation claims. Researches and compiles relevant information for fact-findings and appeals.
  • Demonstrates the ability to exemplify, by his/her actions, the County PRIDE philosophy.
  • Performs related duties as assigned.

Standards for Initial Consideration

Education, Training, and Experience Guidelines:
Bachelor's degree in Human Resources, Public Administration, Organizational Development, or related field; AND three (3) years of human resources related experience; OR an equivalent combination of education, training, and experience.
Knowledge of:
Applicable local, State, and Federal laws, codes, regulations, and ordinances.
Principles and practices of human resources to include recruitment, classification, compensation, and collective bargaining.
HIPPA compliance requirements.
Records maintenance and retention policies, procedures, and practices.
Skill in:
Interacting tactfully and professionally with staff, outside agencies, and the public.
Preparing clear and concise reports.
Maintaining accurate records, filing systems, and databases.
Reading and understanding contracts and contract language.
Maintaining and handling confidential and sensitive information.
Establishing and maintaining cooperative working relationships.
Communicating effectively verbally and in writing.
Completing basic mathematic calculations.
