Position Summary
Ensures water quality and pollution control related to the surface water of the Pueblo including the Rio Grande River, Sandia Lakes, Mountain Springs, ditches are within designated levels.
Supervision Exercised
Supervised by the Environment Department Director.
Supervises the biological technician and/or leads the work of personnel as assigned.
Major Duties and Responsibilities
- Ensures that the Pueblo of Sandia’s Water Quality Standards (WQS) are in compliance with guidelines established by the U.S. EPA by conducting water quality studies on the Rio Grande River and other surface waters in and around the Pueblo. (30).
- Monitors upstream users/dischargers assess the impact of discharge effluents and tracks the monthly discharge monitoring (PMR) reports submitted by the discharges.(10%).
- Reviews, certifies and comments on EPA draft NPDES permits, Clean Water Act (CWA) section 401/404.
- Updates the Pueblo’s WQS every third year and prepares for any revisions during this time. (5%)
- Prepares, performs and distributes educational outreach materials and makes presentations regarding the Pueblo’s Water Quality Program. (5%)
- Researches, analyzes and reports information used in the development of water quality regulations, legislation and pending litigation cases. (5%)
- Writes technical reports, memorandums and letters summarizing assessments of water quality and biological projects conducted. (10%)
- Writes, manages, monitors and operates water quality and biological activity grants received by the Pueblo of Sandia relating to the Clean Water Act Section 106 funding. (10%)
- Directs the activity, supervises and monitors the work activities of the Biological Technician and Environmental Intern. (10%)
- Performs additional duties and responsibilities as necessary or assigned. (5%)
Secondary Duties and Responsibilities
Knowledge, Skills and Abilities
- Ability to communicate orally and in writing.
- Ability to deal effectively with the staff and the general public.
- Ability to conduct complex water quality and biological studies and analyze results.
- Ability to perform basic arithmetic operations.
- Knowledge of the principles and techniques used in environmental assessment and analysis.
- Knowledge of the techniques used in water quality investigations and biological assessments. Program developmental theory.
- Knowledge of EPA Water Quality Standards, Clean Water Act Programs (NPDES Section 401/404), Bosque Restoration and Wetland Delineation Programs. and discharge requirements.
- Ability to prepare, manage and monitor a budget.
- Knowledge of MS software including Windows XP, Word, Excel, Powerpoint, Outlook and Internet Explorer.
Minimum Qualifications, Education and Experience
Required:
- High School Diploma, GED certification or equivalent
- Bachelor of Science degree in Hydrology, Engineering, Water Resources Management or Planning, Chemistry or related field.
- Three (3) years’ experience in a position involving technical report writing, data management, grants, contract management, water quality, planning, monitoring, testing and/or enforcement.
- Must possess and maintain a valid, unrestricted New Mexico Driver’s License
Preferred:
- Master’s degree
Licensing Status
- Must be able to successfully pass a stringent background investigation.
- Will require a post-offer, pre-employment and random drug screening.
Working Conditions
- Duties are performed indoors and outdoors subject to heat, cold, dust, rain or snow, known or unknown chemicals and/or viruses.
- Duties require normal dexterity while sitting, standing, walking, stooping, bending, twisting, crawling, climbing, squatting, and reaching.
- Works alone often with limited supervision.
- May work odd and unusual hours, with weekend work.
- Duties may require travel by automobile, on or off the reservation.
- Must be able to lift (60 lbs. Maximum)
