The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of two main Divisions - the San Francisco Health Network and Population Health. The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers.
The eligible list resulting from this recruitment may be utilized to fill future and current vacancies in this class at other locations within the DPH for the duration of the eligible list.
Role description
Under the general direction of the Deputy Director of Community Health, the Office of Equity and Community Engagement (ECE) Director (0922 Manager I) leads the Office of Equity and Community Engagement to develop processes to understand community needs, health disparities, and the impact of departmental programs on community members. The ECE Director performs the following essential job functions:
1. Supervises and monitors the work of three staff in the Office of Equity and Community Engagement (ECE).
2. Builds and maintains relationships and coalitions with San Francisco stakeholders, community residents, and community organizations in priority populations and neighborhoods.
3. Serves as departmental representative in existing health coalitions across a broad spectrum of constituent groups and health-related issue areas.
4. Assesses the trends in racial and health disparities in San Francisco communities and identify key social determinants of health that impact health outcomes. Recommend strategies and methods for reducing health disparities.
5. Organizes community meetings and events.
6. Facilitates collaboration between ECE and the DPH Office of Overdose Prevention. Support ECE staff training and continued professional development on best practices in overdose prevention.
The Office of Equity and Community Engagement Director (0922 Manager I) performs other duties as assigned and required.
How to qualify
Required Minimum Qualifications (all applicants must verify that they meet both elements below):
Education : Bachelor’s degree from an accredited college or university;
Education substitution : Additional experience may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years. One (1) year is equivalent to thirty (30) semester or forty-five (45) quarter units.
AND
Experience: Three (3) years of professional experience administering public health programs.
Note: One year of full-time employment is equivalent to 2,000 hours of qualifying work experience (one year if performed full-time at 40 hours per week). Any overtime hours that were worked above 40 hours per week are not included in the calculation to determine qualifying hours worked.

Selection Procedures :
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following.
Supplemental Questionnaire (SQ) Exam (Weight: 100%) : Supplemental Questionnaire (SQ) is designed to measure the knowledge, skills, and abilities in supervisory competencies as well as job related areas which may include but not be limited to: engagement and relationship building with residents and community organizations; staying abreast of departmental priorities and implementing key strategies and initiatives with community members; reviewing health data and policy changes to address emergent public health concerns; developing and maintaining community feedback loops to bring community voice into departmental decision-making processes; developing systems and processes to understand community needs, health disparities, and the impact of departmental programs on community members; utilizing knowledge of the conditions within priority neighborhoods and populations to identify health disparities and make recommendations for reducing them; supporting efforts to distribute seasonal vaccines; partnering with community organizations on drug overdose prevention efforts; and, responding to public health emergencies as needed.
The SQ will be emailed to the address listed on the candidate’s online application. Candidates will be required to respond to the SQ in the time frame indicated and must submit the completed questionnaire as directed in order to have it evaluated. Responses cannot be changed once submitted. Candidates will be evaluated based on their SQ responses. Candidates must achieve a passing score on the SQ in order to continue in the selection process and will be placed on the confidential eligible list in rank order according to their final score.
Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

The certification rule for the eligible list resulting from this examination will be the Rule of the List.
Eligible List/Score Report :

The duration of the eligible list resulting from this examination process will be six (6) months and may be extended with the approval of the Human Resources Director.
