The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of two main Divisions - the San Francisco Health Network and Population Health. The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers.
Role description
Under the direction of the Director of Administration, Policy, & Performance in the Population Health Division of the San Francisco Department of Public Health, the Deputy Director of Administration will provide oversight, direction, and guidance of grants, contracts, policy, and purchasing development and management for the Population Health Division’s Administration Unit.
ESSENTIAL DUTIES:
Manages programs, operational activities, or projects related to grants, contracts, policy, and purchasing in the Department of Public Health’s Population Health Division’s Administration Unit.
Supervises, evaluates, trains, and coaches the activities of staff as well as coordinates and monitors the work of consultants and contractors working for the Administration Unit. Monitors performance improvement and standard operating procedures compliance.
Works with the Population Health Division Branch Directors, Managers, and Staff to evaluate and implement goals, responsibilities, policies, and procedures related to grants and contracts management, and purchasing.
Works with Senior and Executive Leadership to assess state and federal policy impact on the Division’s services.
Monitors and evaluates procedures, workflows, and/or processes to identify and analyze problems and issues that need revisions or improvement; may implement and document new related workflows, processes, and/or procedures within the Administration Unit and/or Population Health Division.
Participates in budget development at the divisional level and/or related to grants, contracts, purchasing, and policy budget development by providing detailed justification and persuasive arguments for proposals or initiatives. Provides grants, contracts, policy, and purchasing-related training to Population Health Division staff as needed.
Coordinates budget preparation, monitors expenditures and financial reporting for grants, contracts, and purchasing; prepares reports, memoranda, and correspondence; and maintains statistical records. Implements and closely monitors budget expenditures; provides executive management with an early warning and practical options for potential cost overruns related to grants, contracting, and purchasing.
Collaborates with the Population Health Division’s executive and senior leadership to determine the need for allocation of resources to achieve timely outcomes and measurable goals within budget; adjusts plans and programs to meet grant-related emerging or new regulatory or compliance requirements, while continuing to address major Population Health Division and/or Administration Unit priorities.
Assists in developing and implementing grant, contracting, purchasing, and policy-related operational policies and procedures to ensure the efficient operation of the Administration, Policy, & Performance Branch.
The Deputy Director of Administration performs other duties as assigned and required.
How to qualify
Required Minimum Qualifications (all applicants must verify that they meet both elements below):
Education: Baccalaureate degree from an accredited college or university; AND
Experience: Three (3) years of verifiable professional experience in grants, contracts, purchasing, policy development, or closely related experience
EDUCATION SUBSTITUTION : Additional qualifying work experience as described above may substitute for the required education on a year-for-year basis, up to two (2) years. One year (2,000 hours) of additional qualifying work experience will be considered equivalent to 30 semester units or 45 quarter units.
Note: One year of full-time employment is equivalent to 2,000 hours of qualifying work experience (one year if performed full-time at 40 hours per week).

Desired Qualifications:

Master’s degree in Public Health, Public Administration, Public Policy, or Business Administration
Two (2) years of experience supervising professionals
Selection Procedures :

Supplemental Questionnaire Evaluation: (Weight: 100%)
Qualified candidates will be prompted to complete a Supplemental Questionnaire after the closing of this filing period. Applicants will be given a deadline to return the Supplemental Questionnaire. The Supplemental Questionnaire is designed to measure knowledge, skills, and/or abilities in job-related areas that have been identified as critical for the Deputy Director of Administration in class 0922 Manager.
Failure to complete these steps by the established deadlines will result in disqualification. All applicants’ responses to the Supplemental Questionnaire are subject to verification.
A passing score on the Supplemental Questionnaire must be achieved to be placed/ranked on the Eligible List. Candidates will be placed on the eligible list in rank order according to their final score.
Candidates from the eligible list will be invited to interview for specific positions with consideration of at least score/rank and experience cited in application materials that most closely matches the responsibilities of the position.
