  • Education: Master's degree from an accredited college or university; AND
  • Experience: Five (5) years of professional experience within the field of HIV Epidemiology, performing study design, analysis, surveillance, or program evaluation.

Job Description:

Reporting to the ARCHES Director, the Director of HIV Epidemiology and Program Evaluation participates in oversight of the ARCHES HIV section.

Priority activities conducted by the ARCHES HIV section include: conducting epidemiological analyses including analyses of trends in HIV incidence and prevalence, HIV-related death, viral suppression, and HIV disparities; evaluations of program impacts on health objectives; maintenance and quality control of HIV surveillance registry and follow-up of HIV electronic laboratory reports; oversight and implementation of the Medical Monitoring Project (MMP); writing manuscripts, reports, and grant applications; and managing grant workplans and budgets. The Director also works with SFDPH and external colleagues to interpret and present HIV data and assists other public health officials to guide policymaking and effective disease intervention programs.

The Director of HIV Epidemiology and Program Evaluation (0922 Manager I) performs the following essential job functions:

  • Supervises the HIV epidemiology team and coordinates with the HIV surveillance team.
  • In collaboration with the HIV Surveillance Manager: oversees existing and future HIV surveillance and evaluation data systems; ensures HIV surveillance is compliant with current standards regarding confidentiality, security, and data integrity; provides overall direction, management, and supervision of the ARCHES HIV Section; oversees the HIV epidemiology section budget; and plans, directs, and evaluates use of HIV surveillance data to support San Francisco's Ending the Epidemics (ETE) Plan, HIV Getting to Zero (GTZ), and for grant activities such as the CDC prevention and surveillance grant (PS18-1802), CDC Ending the HIV Epidemic (PS20-2010), CDC Medical Monitoring Project (MMP), and state surveillance grant.
  • Oversees preparation of grants, workplans, and progress reports.
  • Makes section-wide decisions and policies that affect entire program operation and supports the goals of Population Health.
  • Represents the ARCHES HIV Section at ETE and GTZ meetings and forums, Board of Supervisor meetings, Heath Commission meetings, HIV Community and Planning Council meetings, and in media requests/press releases.
  • Serves as the primary representative and liaison for SFDPH on HIV surveillance and epidemiology with other SFDPH programs, City agencies, academic/research institutes, and CDC and state agencies.
  • Works with managers in other SFDPH branches in coordinating and resolving programmatic and administrative issues, as well as collaborating on research and evaluation projects.
  • Works with SFDPH Community Health Equity and Promotion (CHEP) and Disease Prevention and Control (DPC) Branch managers to set goals and metrics for the evaluation of HIV prevention activities, including grant-funded and CBO-led strategies, for example, HIV screening, PrEP, data to care, cluster detection and response, treatment as prevention, and the newly established CBO-led Health Access Points (HAPs).
  • Provides scientific guidance and directs data analysis, dissemination, and preparation of HIV statistics including surveillance and MMP reports, abstracts, and manuscripts.
  • Directs, prioritizes, and responds to all data requests received by ARCHES HIV Section.
  • Provide technical interpretation of HIV surveillance and epidemiological data for Heath Department, community organizations, and agencies.

The Director of HIV Epidemiology and Program Evaluation (0922 Manager I) may perform other duties as assigned/required.

Job Type: Full-time

Pay: $128,050.00 - $163,514.00 per year
