Position Summary 

Under the supervision of the VP Operations, the Director of Information Technology (IT) is responsible for the design, development, implementation and security of the organization’s information systems, software applications, IT support and IT infrastructure. The Director IT will provide visionary and strategic leadership in developing IT strategies that enable the achievement of SDWP’s strategic objectives. This role manages and oversees strategic IT initiatives throughout the organization including HQ and the network of 5 Career Centers across the County, focused on cost effectiveness, efficiency, service, quality and managing growth. The Director IT oversees day-to-day operations of the organization’s IT infrastructure and software applications (e.g. Microsoft Suite, Salesforce, DOMO, Filemaker, CalJobs). The Director IT partners with Executive and Leadership team members to identify opportunities to leverage IT resources to further departmental goals and objectives as well as areas for bringing IT solutions for enhancing organizational efficiency and improvement. The role will lead a small but experienced team of IT professionals that currently support over 150 employees in San Diego, as well as oversee and manage vendor contracts.

Essential Functions

  1. Develop IT strategies that enable and facilitate achievement of organization’s goals by bringing innovative and cutting-edge technology solutions, prioritizing IT initiatives and coordinating the evaluation, deployment and management of current and future IT systems across the organization.
  2. Develop and implement an IT department structure that proactively engages and interacts well and efficiently with internal teams as a trusted partner to key functional business areas.
  3. Establish IT department goals, objectives, and standard operating procedures that align to the overall organization and ensure accountability for team performance.
  4. Identify and assess areas of opportunity for appropriate, cost-effective investments in IT systems and resources including staffing, sourcing, purchasing and in-house development and make recommendations to VP and Executive Team.
  5.  Develop, monitor, maintain and report on IT security protections aimed at preventing network penetration or other third-party cybersecurity attacks and evaluate necessary security measures for application systems used. 
  6.  Develop and manage annual and long-term IT operating and capital budgets and performance metrics and goals.
  7. Develop business case justifications and cost/benefit analyses for IT spending and initiatives and present solutions to VP and Executive Team as appropriate.
  8. Oversee the development, implementation and maintenance of an org-wide disaster recovery and business continuity plan. 
  9. Prioritize and manage projects portfolio as it relates to the selection, acquisition, development and installation of major IT systems.
  10. Review hardware and software maintenance contracts and subscriptions and pursue master agreements with vendors to capitalize on economies of scale.
  11. Develops and enforces IT policies and procedures to ensure backup, integrity, security, and privacy as well as for implementing and operating IT systems.
  12. Oversees the linkage between external technology systems (e.g. government, vendors, etc.) and SDWP-IT resources, including systems for electronic data exchange.
  13. Ensures that all information systems and networks operate according to internal standards as well as all applicable laws and regulations. s.
  14. Develops and maintains the systems architecture, defining standards and protocols for data exchange, communications, software and interconnection of disparate information systems.
  15. Keep current with trends and issues in the IT industry especially with A.I. and advise and educate management on the opportunity to leverage new tools and their potential operational and financial impact.
  16. Lead the development, retention and management of all IT staff in accordance with budgetary objectives and personnel policies.

Job Requirements 

  • Bachelor’s degree in computer science, information technology or related field.
  • Six to eight (6-8) years technical and managerial experience leading and delivering enterprise IT solutions and services and technology adoption.
  • Solid knowledge and experience in the use and application of most current technologies (A.I.) and IT products.
  • Solid and broad knowledge of computer systems including knowledge of data processing communication and network standards, CRM tools (Salesforce), cybersecurity and software / hardware project and vendor management.
  • Capability to execute vision and drive business results.
  • Strong demonstrated leadership abilities, experience and presence.
  • Demonstrated ability to collaborate effectively with peers across internal business units.
  • Sound business judgment, problem solving and decision-making skills and strong operational acumen.
  • Strong understanding of IT technology and trends.
  • Ability to connect business and technology strategy.
  • Experience working with multiple locations / facilities.
  • Strong knowledge of IT assets inventory management.
  • Demonstrated knowledge of budgeting. 
  • Solid experience managing and mentoring teams by aligning departmental objectives with organization core values as a regular discipline. 
  • Excellent communication skills (written and verbal) with ability to drive discussions with executives. 
  • Strong vendor / partner contracting and negotiation skills.

Fundamental Requirements

  • Master’s degree in computer science, information technology or related field.
  • Experience working in non-profit or government settings or organizations working with publicly funded programs.
  • Project Management Professional (PMP).
  • Certified Information Security Manager (CISM).

In the spirit of pay transparency, we are excited to share the base salary range for this position. If you are hired at San Diego Workforce Partnership, your final base salary (within the pay range), will be determined based on factors such as education, knowledge, skills, and experience. In addition to those factors, we believe in the importance of pay equity and consider the internal equity of our current team members when determining any final offer. Please keep in mind that the range mentioned above is the full base salary range for the role. Hiring at the maximum of the range would not be typical in order to allow for future and continued salary growth. We also offer generous benefits and retirement plans.
