San Bernardino County is Hiring an Organizational Program Analyst Near San Bernardino, CA

San Bernardino County's Land Use Services Department is recruiting for an experienced Organizational Program Analyst. This position will be responsible for evaluating the organization’s various programs and their performance, identifying areas for improvement, and providing recommendations to enhance efficiency, productivity, and customer service.
 
PRIMARY DUTIES INCLUDE:
  • Assess, collects and summarizes program performance data/metrics, identifies opportunities for improvement, and presents findings.
  • Analyze data, workflows, and standards against performance data to assess process adherence and make recommendations for improvement.
  • Review and examine business and industry trends/data, including KPIs and other key metrics using data analytics tools.
  • Improve quality and operational effectiveness by developing strategies and recommendations from findings associated with reviews, audits, spreadsheets, and surveys.
  • Support the development, execution, and delivery of business process improvement programs to promote awareness, adoption and understanding.
  • Create deliverables for change impact assessment and develop strategies to promote readiness and change adoption.
  • Contributes to the design, delivery and management of stakeholder engagement and change leader activities at unit level.
  • Supports the delivery framework, tools, methods, program/project management and communications planning and execution.
  • Maintain documentation regarding various projects, processes, and operations.
  • Identify and prioritize the organization's functional and technical needs and requirements.
  • Escalate any risk areas identified to the LUS Director.
  • May provide analytical support in a variety of other areas essential to a department's operations such as contracts, grant development, special project coordination, budget/fiscal management, or organizational/staffing analysis.
  • Complete special projects and work as assigned.

CONDITIONS OF EMPLOYMENT
Background check: Applicants must pass a background investigation, which includes fingerprinting and credit check, prior to appointment.
Travel: Travelthroughout the County may be required depending on assignment. Employees will be required to make provision for transportation (mileage reimbursement is available). At the time of hire, a valid California Class C driver license and proof of automobile liability insurance must be produced and maintained for the individual providing the transportation.

*Salary increases contingent upon Property Related Revenue and/or statewide Realignment Sales Tax Collections performance.

Education: A Bachelor's Degree from an accredited college or university in public or business administration, behavioral or social science, or other relevant field of study.
AND

Experience: Two (2) years of professional-level experience in quality management and process improvement, which includes conducting data analysis, performance outcomes measurement, research studies, program evaluation, report development, special project coordination, and/or presenting synthesized findings.

Ideal candidates will possess strong research and analytical skills with demonstrated ability to communicate effectively both verbally and in writing and possess extensive experience performing complex administrative analysis duties in a public sector environment.
LICENSURE/CERTIFICATION DESIRED:
Lean, Six Sigma, Project Management, or related certification is preferred.
Essential knowledge and skills include:
  • Knowledge, understanding, and application of principles related to Quality Improvement, Process Improvement, Lean Methodologies, and Performance Reporting.
  • Establish and use quality metrics to drive change and deliver measured improvements.
  • Skilled in Excel with very strong skills including but not limited to filtering, formulas, creation of charts and graphs, and pivot tables.
  • Skilled in data literacy and understanding of basic terms and concepts as well as experience creating and applying (i.e., understands measures, metrics, key performance indicators, outcomes, numerators, and denominators; can create rates, averages, percentages, frequencies, etc.).
  • Computer proficiency in e-mail, Microsoft suite applications i.e., Excel, Word, Process Mapping, PowerPoint, Power BI
  • Exceptional interpersonal skills, highly effective communication ability, and the propensity to make prompt independent decisions based upon relevant facts.
  • Excellent verbal and written skills.
  • Detail oriented, able to organize multiple tasks and priorities, and to effectively manage projects from start to finish.
  • Ability to demonstrate flexibility and adaptability based on changing priorities and improvement of processes.
  • Ability to exercise balanced judgment in evaluating situations and making decisions, and to handle difficult or confrontational situations in a calm, consistent manner.
  • Organized, strong detail orientation, methodological, motivated and demonstrates good follow through.
