GENERAL:

The SSHO/QC Representative is responsible for the development, organization, execution, and assessment of Contractor’s safety program.
This position shall carry out all comprehensive requirements for the safety of the contract and installation and shall be responsible for all safety and compliance reporting to include ESH compliance, Environmental Safety, Hazcom/GHS, Recycling, Solid and Hazardous Waste, Emergency Preparedness, Fire Prevention, and others.
SSHO/QC Representative shall work jointly with construction field personnel to help oversee projects from Award to Completion.
This position is responsible for the implementation and management of the Project Specific Quality Control Plan.
Ensuring the plan is complied with, and quality standards set are being maintained.
SSHO/QC is responsible for direct oversight and review of the physical inspection phase of the workflow process and will work with other in-house personnel (e.g.: Project Managers, Superintendents, etc.) and external personnel to produce and document a quality product.
SSHO/QC is tasked with overseeing the entire construction process, identifying quality deficiencies, initiating non conformances, enforcing quality requirements, finding out erroneous methods or tools being used by workers.
Daily duties will be minutely observing the work produced for defects, performing various inspections to check for acceptability of the work in place and other desirable requirements, taking down the findings, preparing reports, accepting, or rejecting work produced, participating in implementation of Project Specific Quality Control Plan, and performing other tasks assigned by the Quality Assurance/Quality Control Manager (QA/QCM).
Field Quality Representative reports to Project Manager/Quality Control Manager.

EXAMPLES OF ESSENTIAL DUTIES:

Assist and represent the Project Manager with onsite training and the day-to-day onsite implementation and enforcement of the accepted Accident Prevention Plan (APP).
Be assigned to the Site on a full-time basis for the duration of field activities. The SSHO shall have no duties other than safety- and health-related duties. If operations are performed during more than one work shift per day. a site SSHO shall be present for each shift.
Have authority to ensure site compliance with specified safety and health requirements. federal. state and OSHA regulations and all aspects of the APP including, but not limited to, activity hazard analyses, air monitoring. use of PPE. site control, standard operating procedures used to minimize hazards, safe use of engineering controls. the emergency response plan, spill containment program. and preparation of records by performing a daily safety and health inspection and documenting results on the Daily Safety Inspection Log in accordance with 29 CFR l 904.
Have authority to stop work if unacceptable health or safety conditions exist and take necessary action to re-establish and maintain safe working conditions.
Consult with and coordinate any modifications to the approved Safety Plan with the Project Manager, Site Superintendent, Quality Control Manager, and the Government.
Serve as a member of the Contractor 's quality control staff on matters relating to safety and health.
Conduct accident investigations and prepare accident reports.
Conduct daily safety inspections and document safety and health findings in the Daily Safety Inspection Log and track noted safety and health deficiencies to ensure that they are corrected.
Conduct emergency response training which shall include the following: procedures, spill plans, firefighting plans, posting of emergency numbers, man overboard/abandon ship, and medical support.
Recommend corrective actions for identified deficiencies and oversee the corrective actions in coordination with site management and the SHM.
Plan and run weekly safety meeting, Activity Hazardous Activity trainings with in-house trade staff and subcontractor. Document periodic Quality Control meetings with QA/QCM and the superintendent as described in the contractual documents.
Review shop drawings and submittals for conformance with project specifications by leveraging the knowledge and experience of others in the project team when necessary.
Verify and document that all materials received for the project are in conformance with the approved submittal, are handled and stored appropriately and are acceptable for use in the project.
Provide written daily reports that reinforce activities that are being constructed in conformance with each specific project's established standard.
As specified in the Contract, participate in Trade pre-installation meetings with QA/QCM to verify that each Trade understands the project’s Quality Control requirements before beginning work on site.
Participate in regularly scheduled QA/QC meetings (with subcontractors, QA/QCM, and/or SAMES, Inc. personnel), review logs of Deficiencies, Punch List, etc., and provide documentation and meeting minutes as needed.
Create, document, and distribute all QA/QC checklists, inspections, completion lists, punch lists, and reports.
Conduct periodic follow-up inspections to verify that work is proceeding with the contract documents and the approved submittals.
Document final inspections, certificates of occupancy and acceptance of various phases of the work.
Coordinate and participate in field inspections to verify that work is proceeding with contract documents and approved submittals.
Perform any additional duties as assigned by Superintendent to ensure the project is completed on schedule.
Comply with and enforce all governmental laws, policies, and regulations.
Ensure that all company policies and procedures are adhered to by you.
All other duties assigned by management.

MINIMUM QUALIFICATIONS AND REQUIREMENTS:

BS Degree in Construction Management, Architecture, Engineering, or Related Field highly preferred.
Five (5) year experience as construction site safety and health officer.
Completion of 30 Hour General Industry or Construction Industry Safety and Health Training compliant with OSHA Training Institute Guidelines or the equivalent covering the subject of the 30 Hour course and EM 385-1- 1 40-hour certification.
Government Contracting experience preferred.
Require proficiency in Microsoft Office Suite, Adobe and Procore (preferred).
Must be willing to travel and work away from home as per job requirements.

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge: Knowledge of the occupational hazards and of safety precautions necessary in construction, demolition, etc. Knowledge of the laws and local ordinances regulating construction site safety, including hazardous waste disposal. Ability to understand and carry out oral and written instructions. Knowledge of the hazards involved in the use of light to heavy equipment and power tools and of the safety precautions to be taken.
Skills: Giving full attention to what other people are saying, taking time to understand the points being made, asking questions as appropriate, and not interrupting at inappropriate times. Talking to others to convey information effectively. Teaching others how to do something. Ability to understand and follow oral and written instructions. Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.

PHYSICAL REQUIREMENTS:

Must have the use of sensory skills to effectively communicate and interact with other employees and customers by telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle, or feel objects and controls.
Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to a personal computer, calculator, copier, and fax machine.
Significant standing, walking, moving, climbing, carrying, bending, kneeling, reaching, crawling, and handling, sitting, pushing, and pulling.
The employee must occasionally lift and/ or move up to 50 pounds.
Must be able to work in extreme heat and sun exposure.

SPECIAL REQUIREMENTS:

Possession of a valid, appropriate driver’s license is mandatory and must possess an acceptable driving record.
Pre-employment drug screen and physical required.
The ability to get a security clearance is required.
Must be able to pass fingerprint and full FBI background check.
