GENERAL
Construction Project Estimator/Scheduler will analyze blueprints and specifications to accurately prepare time, cost, materials, and labor estimates. Construction Project Estimator/Scheduler shall be responsible for ensuring all necessary costs are included in bid. Responsibilities will include performing material take-offs from drawings, contacting subcontractors and suppliers for pricing, travel to jobsites to gather information on field conditions, and identification of all cost factors including but not limited to material, labor, equipment, etc. Cost loading project schedules and working with the project team after bid award to further develop the Baseline bidding schedule.
EXAMPLES OF ESSENTIAL DUTIES
· Prepare work to be accomplished by gathering information and requirements, setting priorities.
· Prepares construction estimates by studying construction blueprints, technical specifications, and identifying project costs for each element of the proposed improvements.
· Evaluates all quotes and proposals to ensure compliance with scope of work. 
· Provide written contract brief on special bid stipulations (including but not limited to specialty training, compliance requirements for Set-Aside projects, etc.)
· Prepares and maintains a directory of suppliers, contractors, and subcontractors; builds and maintains relationships with said suppliers, contractors, and subcontractors.
· Seeks and obtains bids from vendors and subcontractors by specifying materials and quantities; identifying qualified subcontractors; negotiates price.
· Solicit and evaluate accuracy of subcontractor and supplier quotes.
· Calculates cost of self-performed work including materials, labor, management personnel, etc.
· Maintains cost keys and price masters by updating information as may pertain to bidding.
· Resolves cost discrepancies by collecting and analyzing information.
· With the use of bid tabulations, periodically reviews the efficacy and accuracy of estimating efforts.
· Attends pre-bid meetings and walk throughs, and at all other times when necessary, travels to jobsites to gather information on materials needed, labor required, and other factors.
· Monitor and track any changes to solicitations and Request for Proposals (RFPs) such as Amendments and/or Addenda and ensure estimate reflects all modifications.
· Maintains professional and technical knowledge by attending educational workshops, reviewing professional publications, establishing personal networks, and participating in professional societies.
· Contributes to team efforts by providing support to Project Manager as needed. 
· Perform project hand-offs with team upon project award by participating in post award preconstruction meeting
· Provides an accounting for each scope of work to Project Manager. Assist Project Management staff by facilitating scheduling, material acquisitions, supplier relations and conflict resolution as necessary.
· Before bidding, advises project team of any specialty Contract conditions including but not limited to: long lead time items, special certifications/warranties, need to hire more staff, special site conditions, etc.
· Upon award, liaises with Project Manager regarding coordination of specialized project conditions.
· Re-figures cost estimates when necessary
· Study job specifications to determine appropriate construction methods.
· Participate in post-award preconstruction meeting with Project Manager, Project Coordinator, and administration.
· Follow all relevant set aside protocols for use of 8a, HUB, and HUBZone subcontractors and employees as necessary.
· Record and establish initial Hub Subcontracting Plan (HSP) as required for Contract.
· Maintain and update project schedules per SAMES Standard Operating Procedures.
· Participation in weekly meetings and coordinate updates with project team.
· Comply with and enforce all governmental laws, policies and regulations.
· Ensure that all company policies and procedures are adhered to by you.
· All other duties assigned by management.
MINIMUM QUALIFICATIONS AND REQUIREMENTS
· Bachelor’s Degree required. Degree in construction-related field a plus
· Minimum 5 years estimating experience in mid to large projects; preference given to those with federal contracting experience.
· Experience with estimating software such as RS Means; strong computer skills required.
· Strong understanding of construction concepts and practices.
· Proficiency in reading blueprints, and technical documents.
· Knowledge of the complex workings of plumbing, electrical, ventilation, heating, and air conditioning systems.
· Must have strong math skills and deductive reasoning, excellent analytical and critical thinking skills.
· Ability to strive in a fast-paced and deadline-driven environment.
· Excellent written and verbal communication skills.
· Experience with PROCORE preferred 
· Experience with Primavera preferred
· JOC/IDIQ/MATOC experience 
· Knowledge of RS Means/Gordian Estimating Methodology
· Design build and Hard bid experience
· Ability to be badged in cleared facilities
· Ability to estimate civil scopes preferred
· Cost Loading schedule experience
· Cost reporting requirements
· Construction Background or relatable experience
· DOD/DOE previous experience a plus
· LEED project experience a plus
· Conceptual estimating experience
Five (5) year experience in Federal/State construction management. A comparable amount of training and experience may be substituted for the minimum qualifications.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge: Knowledge of the occupational hazards and of safety precautions in operating equipment.
Knowledge of the laws and local ordinances regulating the operation of vehicles. Ability to understand and carry out oral and written instructions. Ability to make minor repairs and adjustments and to service automotive equipment. Sufficient physical strength to perform heavy labor work. Knowledge of the effective operation of medium equipment. Knowledge of traffic and highway safety rules and regulations and of effective precautionary measures necessary to avoid accidents. Knowledge of the hazards involved in the use of medium equipment and of the safety precautions to be taken. Ability to understand and carry out general instructions relating to construction and maintenance operations. Ability to understand and follow oral and written instructions.
Skills – Skills in the process of general traffic control maintenance. Giving full attention to what other people are saying, taking time to understand the points being made, asking questions as appropriate, and not interrupting at inappropriate times. Talking to others to convey information effectively.
Teaching others how to do something. Using logic and reasoning to identify the strengths and
weaknesses of alternative solutions, conclusions, or approaches to problems. Determining how a system should work and how changes in conditions, operations, and the environment will affect
outcomes.
Abilities – The ability to communicate information and ideas in speaking so others will understand.
The ability to listen to and understand information and ideas through spoken words and sentences. Ability to understand and follow oral and written instructions. Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.
PHYSICAL REQUIREMENTS
Must have the use of sensory skills to effectively communicate and interact with other
employees and customers by telephone and personal contact as normally defined by
 the ability to see, read, talk, hear, handle, or feel objects and controls. 
 Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to a
personal computer, calculator, copier, and fax machine.
Significant standing, walking, moving, climbing, carrying, bending, kneeling, reaching, crawling, and handling, sitting, pushing, and pulling.
The employee must occasionally lift and/ or move up to 50 pounds.
SPECIAL REQUIREMENTS
Possession of a Valid Driver’s License and acceptable driving record.
